A.
(1)
On or after April 1, 1987, it shall be mandatory for all persons, except those physically disabled who are owners, lessees and occupants of residential property, to separate newspapers, leaves, glass bottles and jars, aluminum cans and plastic pourable containers #1 and #2, and mixed paper as hereinafter defined from all other solid waste produced by such residence for collection and ultimate recycling of said material.

On and after April 1, 1988, it shall also be mandatory to recycle tin and bimetal cans.

Electronic scrap — Computers, monitors and related electronics hardware, and televisions (without wood cabinets) may not be disposed as solid waste on or after January 1, 2011).

B.
On and after April 1, 1988, it shall be mandatory for all owners, lessees and occupants of business and industrial property and of private, public and governmental institutions and buildings to separate newspapers, leaves, tin and bimetal cans, glass bottles and jars, aluminum, corrugated cardboard and/or high grade paper from all other solid waste produced by said nonresidential establishments for collection and the ultimate recycling of said material.
C.
On and after the adoption of this chapter, and in accordance with existing state regulations (N.J.A.C. 14A:3-11), all service stations, oil retailers and motor vehicle reinspection stations with used oil holding tanks shall accept up to five gallons at a time of used motor oil from individuals changing oil from cars, lawn mowers or motorcycles and shall post a sign informing the public that they are a "Used Oil Collection Site."
D.
As of October 1, 1988, no one shall be permitted to place any construction, demolition, or land clearing debris, which includes asphalt, concrete, wood waste (specifically, stumps, large tree parts, pallets, larger pieces of lumber) with other solid waste for landfill disposal.
E.
No construction or demolition permit shall be issued by the borough until after an applicant for any such permit shall have identified necessary disposal and recycling requirements pursuant to this chapter. The applicant shall provide records in form acceptable to the borough documenting the quantity and disposition of disposed and recycling construction and/or demolition materials. No construction permit or other municipal development shall be granted until the applicant shall have complied with the provisions of this chapter.

F.
Use of the borough's recycling drop off center shall be restricted to Neptune City residents and small businesses/institutions that generate less than two thirty-gallon containers per week of recyclable paper, bottles and cans.

G.
White goods shall not be placed at curbside for pickup without a permit from the borough. Borough residents may purchase stickers from the Borough Clerk's office for $15 per item. White goods shall not be disposed of at the borough's recycling drop off center.

H.
Scrap metal shall be placed at curbside for collection. Scrap metal — any type of metal(s), oil tanks and/or drums that have been inspected by the Borough Construction Office must be cleaned and cut into pieces not exceeding 50 pounds, propane and BBQ tanks must be empty and have the valve stem removed, poles must have concrete/plastic or other debris removed, lawn equipment and other power equipment must have oil/gasoline/other fluids removed from them. Scrap metal is not allowed to be mixed with other solid waste for landfill disposal.
