The use of mechanical facsimile signatures on checks is authorized.
The mechanical facsimile signatures of the City Clerk and the City Treasurer shall be used and shall appear on each payroll check. The issuance of any such check with such mechanical signatures is authorized for the payment of any lawful payroll obligation.
The mechanical facsimile signatures of the City Clerk, Mayor and City Treasurer shall be used and shall appear on any and every check, except payroll checks. The issuance of any such check with such mechanical signatures is authorized for the payment of any lawful obligation other than payrolls.
When checks of the City for the purposes herein described bear the facsimile signatures of the officers as herein designated, funds of the City may be disbursed for the lawful purposes for which monies may be expended.
All signature plates used for the mechanical facsimile signatures of officers shall be in the control and custody of the City Treasurer, unless by resolution adopted by the City Council another official is designated with authority to have custody of these plates.
Any official having legal custody of these plates shall also have custody of the keys necessary for use of the plates. When the plates are not actually in use they shall be contained in the safe in the City Treasurer's office. This safe shall be kept locked except during normal business hours and during normal business hours the safe may be locked if required.
Whenever the signature plate of any official is no longer required, the City Clerk shall immediately destroy it or cause it to be destroyed under the City Clerk's supervision. The fact and manner of destruction shall be reported to the City Council at the next regular meeting following the destruction.
Any person having custody of the plates and keys shall give bond to the City in an amount to be determined by the City Council, which bond shall be conditioned for the faithful and lawful use of such property in a manner agreeable to the laws of New Jersey, ordinances, resolutions and regulations of the City now existing or which may be hereafter enacted, ordained or made.
Any further details of the manner and control of the use of such plates may be determined by resolution of the City Council.
