The position of Supervisor of Senior Citizen Activities in and for the Borough of East Newark be and is hereby established.

The Supervisor of Senior Citizen Activities shall plan and supervise programs and employees in providing social, recreational and educational activities for senior citizens and performs related work as required.

Qualifications include graduation from a four year course at an accredited college or university of recognized standing; one year of responsible professional experience in either a paid or volunteer capacity in social work, public health, recreation, gerontology, teaching, psychology, community organization work or a related field may be substituted for work experience; good health and freedom from disabling physical or mental defects which would impair the proper performance of the required duties or which might endanger the health and safety of oneself or others.

The position of Community Recreation Director for the Borough of East Newark is hereby established.

Subject to the policies and rules of the Mayor and Council, the Community Recreation Director is the chief administrative officer in charge of a recreation servicing agency and all of its personnel, and is responsible for planning, promoting, organizing and administering a comprehensive recreation service for the entire community; does related work as required.

a. 
Carries out the policies of the recreation board or other authority responsible for community recreation.
b. 
Plans, promotes, organizes and administers a comprehensive recreation service for the entire community.
c. 
Establishes administrative procedures to assure maximum service provided at a reasonable cost.
d. 
Checks the effectiveness of the recreation service.
e. 
Studies community recreation needs to develop immediate and long range plans to meet these needs.
f. 
Interprets the recreation organization, its philosophy, and objectives.
g. 
Establishes and maintains cooperative planning and working relationships with other local community agencies and interested individuals.
h. 
Organizes, trains and supervises subordinates and provides them with needed advice and assistance when difficult and unusual problems arise.
i. 
Prepares budget estimates and keeps records of expenditures.
j. 
Directs the acquisition, design, construction and operation of recreation facilities in areas and arranges for their proper maintenance and operation.
k. 
Prepares suitable and comprehensive reports.
l. 
Interprets and stimulates public interest in recreation activities.
m. 
Directs the establishment and maintenance of complete records of recreation activities and services, correspondence, personnel and property.

a. 
Education. Graduation from a four year course at an accredited college or university.
NOTE: Applicants who do not meet the above educational requirements may substitute additional work experience as described on a year for year basis.
b. 
Experience. Three years of paid supervisory experience in professional recreation work in the planning, organizing and/or administering a comprehensive recreation service for an entire community.
c. 
License. Applicants may be required to possess a valid certificate issued by the New Jersey Board of Recreation Examiners.
Possession of a valid New Jersey driver's license may be required.
Possession of a valid New Jersey Class 2 driver's license may be required.
d. 
Knowledge. Through knowledge of the philosophy of recreation, or the activities which make up a community recreation program; of the programs of the community allied with recreation; of the procedures used in preparing budget estimates; of the proper methods of requesting and caring for needed recreational equipment, materials and supplies; of keeping suitable records and files.

Ability.
1. 
Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of the position.
2. 
Communication may include such forms as American Sign Language or Braille.
3. 
Ability to organize, develop and coordinate the recreation activities of the jurisdiction.
4. 
To administer efficiently the area and facilities comprising a recreation system.
5. 
To give suitable assignments and instruction to subordinates and supervise their work.
6. 
To enlist the interest of children and adults and encourage their participation in the organized program.
7. 
To establish and maintain helpful and cooperative relationships with the local governing authorities, interested agencies and individuals.
8. 
To prepare clear, sound, accurate and informative reports. To direct the establishment and maintenance of needed records and files.
9.

The annual salary for the Community Recreation Director position shall be as set forth in the annual salary.

a. 
There is hereby created the position(s) of part-time Deputy Recreation Director for the Borough.
b. 
The part-time Deputy Recreation Director shall assist the Recreation Director in the discharge of the responsibilities of the Recreation Director, including but not limited to, supervising all recreation programs, assisting in the establishment of programs, being charged with care and maintenance of equipment and other responsibilities as determined by the Recreation Director.
c. 
The part-time Deputy Recreation Director shall be appointed by the Mayor with the advice and consent of the Council.
d. 
The compensation for the part-time Deputy Recreation Director shall be determined by the Council.
e. 
The number of part-time Deputy Recreation Directors shall be as determined to be required by the Mayor with the advice and consent of the Council.

a. 
Position Created. There is hereby created the position of Civilian Telephone-Radio Operator for the Police Department in the Borough of East Newark.
The Civilian Telephone-Radio Operator shall accept the responsibility to fulfill the requirements of the position. This includes the prompt, accurate and courteous handling of telephone calls in a professional manner and other related duties so as to be of utmost assistance to the Police Officer and citizen for whom the telephone-radio communication system was designed to serve.
b. 
The persons appointed as Civilian Telephone-Radio Operators for the Police Department shall have completed four years of high school or have attained an equivalency certificate and must have attained the age of 18 years old.
c. 
There are hereby established a maximum of three positions to be filled as determined by the appointing authority. The persons appointed as Civilian Telephone-Radio Operators shall be prepared to work what is known as "swing shifts" should the occasion for same arise.
d. 
The appointment of the Civilian Telephone-Radio Operators for the Police Department shall be made by the Mayor with the consent of the Council and the salary for the position shall be established in the Salary Ordinance.
e. 
The Civilian Telephone-Radio Operator shall maintain good health and freedom from disabling physical and mental defects which would impair the proper performance of the required duties of which might endanger the health and safety of oneself or others.
f. 
The Civilian Telephone-Radio Operator shall be under the supervision of the Chief of Police or his designated subordinates.

a. 
Duties. Assists the Municipal Court Administrator in supervising and/or performing the specialized clerical work requiring wide knowledge of the laws, ordinances, rules, regulations and procedures relating to the operations of the Municipal Court; may also serve as the Assistant Violations Clerk; serves as the only Deputy Municipal Court Administrator whether deputized or not; does related work as required.
b. 
Examples of Work. Assists the Municipal Court Administrator in analyzing all facts and circumstances to determine whether any laws or ordinances within the jurisdiction of the Municipal Court have been violated and determining whether a formal complaint should be entertained; assists the Municipal Court Administrator in drafting and preparing all complaints and taking all oaths thereunder; attesting to court writs, processes, commitments, search warrants, bench warrants and subpoenas; preparing court calendar; arranging for court sessions; assisting Municipal Magistrate in arraignment of defendants; calling and swearing witnesses at trial of cases; assists the Municipal Court Administrator in receiving and disbursing bail, fines, costs and other monies paid into court and accounting therefore; maintaining and/or supervising the filing of complaints, processes and other court records, cash books, court dockets, traffic control sheets, statistical records, reports and files; assists the Municipal Court Administrator in supervising and/or performing the work involved in the disposition of correspondence; assists the Municipal Court Administrator in superintending the physical condition of the court premises and maintaining decorum therein; if serving as the Assistant Violations Clerk, assists in supervising and/or performing all relevant duties and related tasks; assists the Municipal Court Clerk in preparing correspondence; when applicable, gives suitable assignments and instructions to assigned employees; assists the Municipal Court in supervising and/or performing the work involved in the establishment and maintenance of relevant records and files.
c. 
Requirements.
1. 
Graduation from High School, or Vocational High School, or possession of an approved High School Equivalent Certificate, or any equivalency in education and experience.
2. 
One year of experience in clerical work.
3. 
Wide knowledge of the laws, ordinances, rules, regulations and procedures relating to the operations of the Municipal Court; or court proceedings, including taking of minutes of trials and entering them in dockets; of the form and use of trial calendars, writs, decisions, orders, rules, and other matters pertaining to the court; of the making of entries in ledgers and disbursement journals; of the preparation of clear, sound, accurate and informative reports, and of the establishment and maintenance of needed records and files.
4. 
Ability to assist the Municipal Court Administrator in analyzing and interpreting the laws, ordinances, rules, regulations and procedures relating to the operation of the Municipal Court; to give suitable assignments and instructions to others and supervise their work when so required; to attend Court and take minutes of the trails and enter them in the docket; to prepare correspondence; to dispense information relating to court matters; to prepare trial calendars; make out return cards and to sign letters, checks, writs, decisions, orders, rules and other matters pertaining to the court; to maintain financial receipts; to obtain, store, record and distribute needed equipment, materials and supplies; to prepare clean, sound, accurate and informative reports, and to establish and maintain records and files.
5. 
Will answer telephones, issue parking permits, licenses and perform all duties requested by the Court Administrator or Municipal Clerk.
