A. 
The position of Director of Public Works in and for the Borough of Bellmawr is hereby established pursuant to N.J.S.A. 40A: 9-154.5 et seq.
B. 
The Director of Public Works shall be appointed by the Mayor with the advice and consent of the Council.
There shall be a Director of Public Works, who shall serve as the principal public works manager.
The Director of Public Works shall be appointed by the governing body of the Borough. The term of office shall commence on the first day of January in each year, or as soon thereafter as the appointment may be made, and shall expire on January 1 next ensuing or on the date of the reorganizational meeting of the governing body, whichever is later, unless otherwise specified by Mayor and Council.
As used in this article, the following terms shall have the meanings indicated:
DIRECTOR OF PUBLIC WORKS
Under direction, performs administrative and supervisory duties in planning and organizing the installation, maintenance, and repair of various public works facilities; does other related work as required.
The Director of Public Works shall be qualified and certified, and serve in accordance with the provisions of N.J.S.A. 40A:9-154.6b et seq., and shall among other qualifications hold a commercial driver' s license (CDL). The Director of Public Works must possess a New Jersey Certified Public Works Manager Certificate (CPWM), and must maintain CEUs required by the New Jersey Department of Community Affairs to be current. The Director of Public Works shall be the head of the Department of Public Works (Highway, Sanitation, Water, Sewer, Recreation and Buildings and Lands/Housing), shall be appointed on a full-time basis, and shall devote all of their time to the discharge of their duties. This person shall be in charge of the Public Works Department.
Receives general administrative direction from the Borough Administrator. The Director of Public Works shall be required to consult and confer with, and obtain the consent of, the Mayor or the members of the Council who serve as director of a particular department prior to instituting or undertaking any new or unprecedented actions with respect to said department and shall implement all decisions and orders as directed by the Mayor and Council.
Examples of work include:
A. 
Full management responsibilities for all of the divisions within Public Works, including Highway, Sanitation, Water, Sewer, Recreation, and Buildings and Lands/Housing, and recommends and administers policies and procedures.
B. 
Direct the development and implementation of Public Works Department goals, objectives, and priorities for each assigned service area.
C. 
Within Borough policy, establish appropriate staffing and service levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures, and meet with management to identify and resolve issues.
D. 
Executes plans for the effective utilization of available funds, personnel, equipment, materials and supplies.
E. 
Prepares department budget and maintains balances each year.
F. 
Oversees department purchases.
G. 
Develops standards for all equipment and materials used.
H. 
Draws up specifications for all departments' biddings.
I. 
Keeps current with changes which would affect department operations and purchase procedures.
J. 
Establishes and maintains cooperative working relationships with contracting, engineering, and manufacturing representatives as well as county, state and federal agencies.
K. 
Provides recommendations to the Administrator, including the governing body, concerning disciplinary measures, promotions and other employee matters.
L. 
Conducts investigations of complaints and takes proper action to see that needed repairs are made with minimum delay.
M. 
Establishes and supervises the maintenance of essential records and files.
N. 
In conjunction with the Borough Engineer, plans, designs, and recommends to the Administrator and governing body new and improved public works facilities to meet the future needs of the community.
O. 
Assess and monitor Borough infrastructure to provide adequate levels of public service for both existing systems/networks and extensions/developments.
P. 
Represent the Public Works Department to the general public; coordinate/facilitate public works activities with community needs.
Q. 
Provide general staff assistance and support to the Administrator; prepare and present reports for meetings, and other necessary correspondence.
R. 
Required to learn and utilize various types of electronic and/or manual recording and computerized information systems used by the Borough and/or related units.
A. 
Experience: At least five years' supervisory experience in the construction, maintenance, and repair of streets, sewer, water, sanitation, or other public works facilities or similar heavy construction and maintenance work.
B. 
License: Appointees will be required to have a valid driver's license, including a commercial driver's license (CDL).
C. 
Certification: Appointees must possess a New Jersey Certified Public Works Manager Certificate (CPWM) and Certified Recycling Professional Certificate (CRP), and must maintain CEUs required by the New Jersey Department of Community Affairs to be current.
