No person shall keep or maintain a disorderly house or a house
of ill fame, or allow or permit any house, shop, store or other building
owned by or occupied by him to be used as a disorderly house or house
of ill fame or to be frequented or resorted to by riotous or disorderly
persons, prostitutes, gamblers or vagrants.
No person shall deal, play or engage in faro, roulette or other
games of chance, either as banker, player, dealer or otherwise, for
the purpose of gaming.
No person shall set up, keep, maintain or permit to be set up,
kept or maintained, in any house or premises, any faro table, faro
bank, roulette wheel, or other device or game of chance for the purpose
of gaming.
No person shall appear in any street or public place in a state
of nudity or make any indecent exposure of his or her person, or be
guilty of any indecent or lewd act or behavior.
No person shall exhibit, sell or offer to sell any indecent
or lewd book, picture or thing, or shall exhibit or perform any indecent,
immoral or lewd play or representation.

No person shall make or assist in making any improper noise,
riot, disturbance or breach of the peace in the streets, highways
or other public places or elsewhere within the Borough, and no person
shall collect in groups or crowds to the annoyance or disturbance
of other persons.

No person shall hinder or obstruct any Borough police officer
in the performance of their duties. No person shall knowingly resist
or oppose any officer or person authorized by law in serving or attempting
to serve any writ, bill, order of process, or when making any arrest,
either with or without a warrant.
No person shall disturb the exercises of any school in the borough
or molest or give annoyance to the children attending such school
or any teachers therein.
No person shall discharge any gun, cannon, pistol or firearm
of any kind, air gun, slingshop, bow and arrow or any other missile
projecting device of any kind within the borough.
Any person violating or failing to comply with any of the provisions
of this chapter shall, upon conviction thereof, be subject to a fine
of not more than $500 or imprisonment for a term not to exceed 90
days, or both. Each day such violation is committed or permitted to
continue shall constitute a separate offense and shall be punishable
as such.

Offenses against public peace, safety and morals include violations
of the Curfew Ordinance of the Borough of Woodbury Heights and the revised ordinance of the same; defacing the property
of another (graffiti); destroying any property of another; mugging;
assaults, assaults and battery; loitering in groups of three or more
on any public streets, highways or alleys; littering or destruction
or defacing of public property owned by the governments of the city,
county or state; destruction of playground equipment and public parks;
the consumption of alcoholic beverages on a public street; drunkenness;
begging; lack of supervision by a parent, legal guardian or other
person having the care or custody of a minor child under the age of
18 years (a "person" is defined to include parents, guardians or persons
having custody or control of minor children); or indecent exposure.
It shall be unlawful for any person to offend against the public
peace, safety and morals as defined herein, or fail to supervise any
minor under the age of 18 years after appearing before a court of
competent jurisdiction for any violation of any statute or municipal
ordinance, and such person shall be punishable by a fine of not more
than $500 or imprisonment not exceeding 90 days, or both.
It shall be unlawful for any parent, legal guardian or other
person having the care or custody of a minor child under 18 years
of age, who shall by any act or by any word, or by the failure to
act, or by lack of supervision and control over said minor child,
encourage, contribute toward, cause or tend to cause said minor child
to become neglected or delinquent by reason of activity of said minor
child within the Borough of Woodbury Heights so as to come or tend
to come under the jurisdiction of the Juvenile Division of the Gloucester
County Juvenile and Domestic Relations Court, knowing that said minor
had offended the public peace, safety and morals including any criminal
statute of the State of New Jersey or ordinance of the Borough of
Woodbury Heights. Said parent, legal guardian or person having custody
of said minor shall be punished by a fine not exceeding $500 or imprisonment
not exceeding 90 days, or both.
A. It shall be unlawful for any parent, legal guardian or other person
having custody and care of any minor child under the age of 18 years
to assist, aid, abet, allow, permit or encourage said minor to violate
the provision of this chapter or any other ordinance of the Borough
of Woodbury Heights as defined herein, either by overt act, by failing
to act, or by lack of supervision and control over said minor child.
B. The fact that a child under the age of 18 years is apprehended while
on any public streets, highways or parks after curfew as defined in
the Curfew Ordinance, as amended, shall be prima facie evidence of a violation
of this section on the part of the parent, legal guardian or other
person having the custody and care of said minor and such parent or
guardian shall be punished by a fine not exceeding $500 or imprisonment
in the county jail for a term not exceeding 90 days, or both.
Any minor under the age of 18 years of age apprehended for the
violation of this chapter, any laws of the State of New Jersey, ordinances
of this municipality, or any federal statute shall be brought forthwith
before a Judge of the Juvenile and Domestic Relations Court of the
County of Gloucester, and the parent, legal guardian or other person
having care and custody of said minor shall be summoned or arrested
and brought before a Judge of the Municipal Court of the Borough of
Woodbury Heights when said minor child is apprehended; the said minor
child shall be held in the children's shelter or the county jail according
to the direction and orders of the Judge of the Juvenile and Domestic
Relations Court of the County of Gloucester, and the parent, legal
guardian or person having the custody of said minor child, as aforesaid,
who shall fail to provide supervision of said minor, as aforesaid,
after the first offense by said minor, shall be subject to the penalties
herein provided.
