The owner or tenant of land abutting or bordering upon the sidewalks
along public streets, avenues and highways in the borough shall remove
all snow and ice from any laid sidewalk of any kind in front of such
land within 12 hours of daylight after the same shall fall or be formed
thereon. Where ice is frozen to the sidewalk, it shall be removed
or covered with sand or ashes.
No person shall in any manner obstruct any of the public streets,
alleys or sidewalks within the borough so as to endanger public safety.
For the purposes of this section, "sidewalks" shall be deemed to include
that area of ground between the curb and property lines of any given
property within the borough.
It shall be unlawful for any person to use any portion of any
of the streets of the borough for the placing or storing of any building
material or appliances thereon at any time.
The laying out of any street or public highway shall be approved
as to name, location, width, lines and grade by the Mayor and Borough
Council before any acceptance thereof as a public street of the borough.
Streets shall be brought to grade and concrete curbs shall be
in place before their acceptance as borough streets.
