All buildings situated on lots or plots of land bordering on
the streets, avenues and public highways of the borough shall be numbered
with numerals of such size and so placed on such buildings as to be
plainly seen from the street or highway.
The numbering of all buildings and lots of land in the borough
shall be in accordance with a certain system shown on a certain directory
of house numbers of the borough, designated as the "Woodbury Heights
House Numbering Map of 1947," on file in the office of the Borough
Clerk, which is hereby adopted as the official directory of the system
of numbering buildings and lots of land in the borough.
The buildings and lots on the westerly side of streets and avenues
running north and south shall be numbered by even numbers, and on
the easterly side of such streets and avenues by odd numbers. The
buildings and lots on the northerly side of streets and avenues running
east and west shall be numbered by odd numbers, and on the southerly
side of such streets and avenues by even numbers. Such numbering shall
be in accordance with the directory adopted by this Article and on
file in the office of the Borough Clerk.
All buildings hereafter erected shall be numbered within 30
days after completion by the owner of such buildings.
The designation of official numbers for new buildings shall
be issued by the Borough Clerk, without cost to the property owner,
at the same time a building permit is issued.
If the owner of any building required to be numbered in accordance
with the provisions of this Article shall fail to place the official
number upon such building in accordance with the provisions of this
Article within the time fixed by this Article, the borough shall cause
such building to be numbered and the cost thereof, not in excess of
$5 for each official number, shall be paid by such owner. Upon failure
of the owner to make such payment, the same shall be assessed upon
the property affected.
