There is hereby created a garbage district to be known as Garbage District No. 1, Township of East Windsor, County of Mercer. The limits and boundaries of said district are described in the map entitled "official map - Garbage District No. 1" dated May 12, 1987, together with all notations thereon. A copy of this map is appended hereto and made a part hereof by reference and is on file in the office of the municipal clerk.
The Township manager shall act as director of garbage district No. 1.
The manager shall arrange for the provision of garbage removal from the streetline of every property in the district twice each week.
The township treasurer shall serve as the chief financial officer of the district.
The cost of providing services within the district shall be levied and collected in the same manner and at the same time as other township taxes based on an annual budget prepared by the director of the district and approved by the township council.
The district shall maintain a complete set of records, in accordance with prepared budget.
The district director shall provide in the annual budget sufficient funds for the leasing of township owned equipment.
The district director shall provide in the annual budget for appropriate reserves for the replacement of equipment as well as for major maintenance requirements.
The township shall provide general automotive maintenance for equipment used by the district and shall maintain detailed statements as to costs incurred plus a reasonable overhead charge for said maintenance services. Statements for maintenance service shall be submitted monthly to the chief financial office of the district.
No township employee shall receive any compensation directly from the garbage district, for services to the said district.
