The Mayor shall appoint:
A. 
One Managing Director. Any person so appointed to Managing Director must be approved by four affirmative votes of Council. The Managing Director does not need to be a resident of the City at the time of appointment, but after appointment shall reside in the City. City residency shall be required within 12 months of being appointed.

Any function or service not specifically assigned herein to any department or to the Solicitor's Office shall be supervised directly by the Mayor or by such person as the Mayor designates.
