No owner, operator or other person shall occupy or let to another person any dwelling or dwelling unit which does not comply with the following minimum standards for cooking equipment, and no dwelling, dwelling unit or rooming unit or any premises containing such areas shall fail to comply with the following minimum standards for cooking equipment.
Every piece of cooking equipment shall be so constructed and installed that it will function safely and effectively and shall be maintained in sound working condition.
Cooking shall not be permitted in rooming units.
