Under N.J.S.A. 40:48-2.46, the following regulations shall be
enforced:
a. No person shall park a vehicle at any time on the property known
as Block 62, Lot #7 (also known as "Shopping Center"), except in the
areas denoted at a 90° angle within the lines or markings so placed,
and each vehicle shall be parked within the lines and markings. It
shall be a violation of this subsection to park any vehicle across
any such lines or markings or if such vehicle is parked in such a
position that it shall not be entirely within the area designated
by such lines or markings.
b. No person shall park a vehicle in those areas or lanes designated
on such property for moving traffic, and it shall be considered a
violation to park in such areas or lanes.
c. No person shall park in that area directly in front of the existing
stores, which area shall be properly lined and posted by metal signs
of the design and lettering according to the State Code and maintained
all at the expense of the owner. It shall be a violation of this subsection
to park in such an area.
d. Heights Manor Apartments.
1. No person shall park a vehicle at any time on the property owned
by S. Hekemian & Company, Inc., or their successors, commonly
known as the Heights Manor Apartments, except in the areas denoted
at a 90° angle within the lines or marking so placed, and each
vehicle shall be parked within the lines and markings. It shall be
a violation of this subsection to park any vehicle across any such
lines or markings or if such vehicle is parked in such a position
that it shall not be entirely within the area designated by such lines
or markings.
2. No person shall park a vehicle in those areas or lanes designated
on such property for moving traffic, and it shall be considered a
violation to park in such areas or lanes.
3. No person shall park in those areas designated as no-parking areas.
Areas shall be properly lined and posted by metal signs of the design
and lettering according to the State Code and maintained all at the
expense of the owner. It shall be a violation of this subsection to
park in such areas.
e. Colony Club Apartments. The circular drive entranceway to the Colony
Club Apartments on Allaire Road in the Borough of Spring Lake Heights,
Monmouth County, New Jersey, is designated as a no-parking-at-any-time
area.

Any person, firm or corporation violating the provisions of
this section shall, upon conviction thereof, be punishable by a fine
not exceeding the sum of $50 or 15 days in jail, in the discretion
of the court before which such conviction is had.

This section shall be enforced by the Police Department of the
Borough.

a. Any person parking in a space appropriately designated as restricted
for use by handicapped persons without a handicapped person identification
card and handicapped person placard or license plates issued pursuant
to the provisions of N.J.S.A. 39:4-204 et seq., and N.J.S.A. 39:4-197.5,
shall be liable for a fine of $250 for the first offense and, for
subsequent offenses, a fine of at least $500 and up to 90 days community
service on such terms and in such form as the court shall deem appropriate,
or any combination thereof.
b. No penalty shall be imposed for the parking overtime of any vehicle
which has displayed thereon a placard or wheelchair symbol license
plates, unless such vehicle shall have been parked in one location
for more than 24 hours.
