This chapter shall be referred to as the "Municipal Land Use
Regulations of the Borough of Spring Lake Heights."

It is the intent and purpose of this chapter to implement and
exercise the authority conferred on the Borough of Spring Lake Heights
and the Land Use Board created by it to exercise the authority granted
to each entity which includes but is not limited to:
a. Guide the appropriate use and development of all land within the
Borough, in a manner which will promote the public health, safety,
and general welfare;
b. Secure safety from fire, flood, panic and other natural and man-made
disasters;
c. Provide adequate light, air and open space;
d. Ensure that the development of individual properties does not conflict
with the development and general welfare of neighboring areas or the
Borough as a whole;
e. Promote the establishment of appropriate population densities and
concentrations that will contribute to the well-being of persons,
neighborhoods and regions and preservation of the environment;
f. Encourage the appropriate and efficient expenditure of public funds
by the coordination of public development with land use policies;
g. Provide sufficient space in appropriate locations for a variety of
residential, recreational and commercial uses and open space, both
public and private, according to their respective environmental requirements
in order to meet the needs of all Borough residents;
h. Encourage the location and design of transportation routes which
will promote the free flow of traffic while discouraging location
of such facilities and routes which result in congestion or blight;
i. Promote a desirable visual environment through creative development
techniques and good civic design and arrangement;
j. Promote the conservation of historic sites and districts, open space,
energy resources and valuable natural resources in the Borough and
to prevent degradation of the environment through improper use of
land;
k. Encourage coordination of the various public and private procedures
and activities shaping land development with a view of lessening the
cost of such development and to the more efficient use of land;
l. Promote utilization of renewable energy sources;
m. Encourage the control of surface water runoff and to encourage the
control of soil erosion and sedimentation and to prevent flooding
and other damage to land; and
n. Encourage variety in housing.

The rules, regulations and standards contained in this chapter
shall be considered the minimum requirements to provide for the protection
of the public health, safety and welfare of the residents of the Borough.
The Planning Board and the Board of Adjustment shall give primary
consideration to the requirements of this chapter and to the welfare
of the entire community prior taking any action on matters before
it.
