There shall be a School-Aged Child Care Program for the Borough
of Milltown, administered by the Borough of Milltown, Department of
Parks and Recreation, to provide care and activities for students
of Milltown residents registered in the schools in the Borough.

As used in this chapter:
BOROUGH
Shall mean the Borough of Milltown, Department of Parks and
Recreation.
BUREAU
Shall mean the Bureau of Licensing, Division of Youth and
Family Services, Department of Human Services.
CENTER
Shall mean the school-aged child care program in the Borough
of Milltown.
CHILD
Shall mean any person under 13 years of age.
DEPARTMENT
Shall mean the New Jersey Department of Human Services.
DIRECTOR
Shall mean the staff member responsible for the daily operation
and management of the Center.
DIVISION
Shall mean the Division of Youth and Family Services, Department
of Human Services.
MANUAL
Shall mean the rules contained in the Requirements for Child
Care Centers, as specified in N.J.A.C. 10:122.
PARENT
Shall mean a birth or adoptive parent, legal guardian, or
any other person having responsibility for, or custody of, a child.
STAFF MEMBER
Shall mean any person(s) employed by or working for or at
the Center on a regularly scheduled basis. This includes full-time,
part-time, voluntary, substitute, contract or consulting personnel,
whether compensated or not.

a. The Milltown
School-Aged Child Care Program will operate for 12 months each year.
b. School-Year
Program will operate at Parkview Elementary and Joyce Kilmer Elementary
when school is in session.
1. The Before-School
Program will operate from 7:00 a.m. until school opens.
2. The After-School
Program will operate from school closing until 6:00 p.m.
(a) In
the event of scheduled early dismissal, each program will operate
from the time of early dismissal until 6:00 p.m.
(b) There
will be no program after school in the event of early dismissal due
to inclement weather or an emergency.
c. Summer SACC
Program will begin operating following the last day of school in June
for Parkview Elementary and Joyce Kilmer Elementary and will continue
through July and August.
1. The Summer
SACC Program will operate Monday through Friday from 7:00 a.m. until
6:00 p.m.
2. Summer SACC
will not operate on holidays.
3. Summer SACC
will not operate in the event of an emergency.

a. School
Year Program.
1. The School
Year SACC Program is available to Milltown residents.
2. There is a school-year registration fee of $40 nonrefundable fee
per child.
3. SACC Fees shall be paid in equal monthly installments due by the
25th of each preceding month during the school year. If the due date
falls on a weekend or holiday, the payment will be due by the following
business day.
(a) Before-School Program Fee Schedule.
(1) Three days per week, per child: $80 per month.
(2) Five days per week, per child: $130 per month.
(3) One day per week: $20 per day.
(b) After-School Program Fee Schedule.
(1) Three days per week:
(i) First child in family: $195 per month.
(ii) Each additional child in family: $135 per month.
(2) Five days per week:
(i) First child in family: $320 per month.
(ii) Each additional child in family: $215 per month.
(3) Per-diem rate.
(i) First child in family: $25 per day.
(ii) Each additional child in family: $15 per day.
b. Summer
Program.
1. The Summer
SACC Program is available to Milltown residents and non-Milltown residents.
2. There is a summer registration fee of $40 nonrefundable fee per child
for Milltown residents.
3. There is
a summer registration fee of $50 nonrefundable fee per child for non-Milltown
residents.
4. SACC Fees shall be paid in equal monthly installments due by the
25th of each preceding month during the school year. If the due date
falls on a weekend or holiday, the payment will be due by the following
business day.
(a) Milltown residents Fee Schedule.
(1) June. This fee is for children who have not participated in the school-year June SACC Program.
(i) Three days per week:
[a] First child in the family: $155 per week.
[b] Each additional child in the family: $125 per week.
(ii) Five days per week:

First child in the family: $210 per week.
[b]
Each additional child in the family: $175 per week.
(2) June. This fee is for children who have participated in the school
year June SACC Program.
(i) Three days per week.
[a] First child in the family: $80 per week.
[b] Each additional child in the family: $50 per week.
(ii) Five days per week.

First child in the family: $105 per week.
[b]
Each additional child in the family: $75 per week.
(3) July and August.
(i) Weekly rate (five days per week):
[a] First child in the family: $210 per week.
[b] Each additional child in the family: $175 per week.
(ii) Per-diem rate:

Each additional child: $50 per day.
(iii)
Monthly rate, three days per week:

Second child in the family: $505 per month.

Each additional child in the family: $480 per month.

(b) Non-Milltown residents Fee Schedule.
(1) June:
(i) Three days per week:
[a] Each child: $215 per week.
(ii) Five days per week:

Each child: $270 per week.
(2) July and August:
(i) Weekly rate (five days per week):
[a] $270 each child per week.
(iii)
Monthly rate, three days per week:
[a]
Each child $650 per month.
(iv) Monthly rate, five days per week:

Each child $780 per month.
c. Violations
and Penalties of this Section.
1. There will
be a $15 late fee for any payments made after the due date.
2. There will
be a $25 fee for returned checks or insufficient funds.
3. A penalty
fee of $15 shall be paid for each fifteen-minute period that a parent/guardian
is late picking up a child after 6:00 p.m.

a. The program at each location shall have the following staff members:
1. One program supervisor as specified in N.J.A.C. 10:122-4.2(c)1;
2. Additional staff members, as necessary, to meet staff/child ration
requirements as specified in N.J.A.C. 10:122-4.3.
b. The Director shall have a clerical aid to handle all clerical duties
including typing and maintaining files.

The Director shall ensure that all staff members are trained
in the following:
a. Understanding Center operations, policies and procedures, as specified
in N.J.A.C. 10:122-4.4(b)3;
b. Implementing the Center's statement of policy on the disciplining
of children, as specified in N.J.A.C. 10:122-6.6;
c. Recognizing and reporting child abuse/neglect, as specified in N.J.A.C.
10:122-4.8;
d. Supervising all children, as specified in N.J.A.C. 10:122-4.3(a);
e. Implementing health practices, as specified in N.J.A.C. 10:122-7.1
through 7.11;
f. Evacuating the Center, as specified in N.J.A.C. 10:122-5.2(k)1;
g. Using the fire extinguisher and fire alarms, as specified in N.J.A.C.
10:122-5.2(o);
h. Implementing the Center's release policy, as specified in N.J.A.C.
10:122-6.5; and
i. Planning for and providing age appropriate activities, as specified
in N.J.A.C. 10:122-6.1.

Salaries shall be as set in the Borough Salary Ordinance and
Resolution of the Borough Council.

a. The Center shall maintain on file a written policy on the release
of children, which shall include
1. The provision that each child may be released only to the child's
custodial parent(s) or person(s) authorized by the custodial parent(s),
as specified in N.J.A.C. 10:122-6.8(a)1ii and iiito take the child
from the Center and to assume responsibility for the child in an emergency
if the custodial parent( s) cannot be reached;
(a) The
provision that each child only be released to an authorized adult,
18 years old and older, with written authorization submitted by the
child's custodial parent(s) or person(s), including name, address
and telephone number of the authorized adult.
2. The provision that a child shall not be visited by or released to
a noncustodial parent unless the custodial parent specifically authorizes
the Center to allow such visits or releases in writing. This written
authorization, including the name, address and telephone number of
the noncustodial parent(s), shall be maintained on file. If a noncustodial
parent has been denied access, or granted limited access, to the child
by a court order, the Center shall secure documentation to this effect
and maintain a copy on file;
3. Written procedures to be followed by staff member(s) if the parent(s) or person(s) authorized by the parent(s) as specified in Subsection
a1, above, fails to pick up a child at the time of the Center's daily closing. The procedures shall require that:
(a) The child is supervised at all times;
(b) Staff members attempt to contact the parent(s) or person(s) authorized
by the parents; and
(c) An hour or more after closing time, and providing that other arrangements
for releasing the child to his or her parent(s) or authorized person(s)
have failed and the staff member(s) cannot continue to supervise the
child at the Center, the staff member shall call the Division's twenty-four-hour
Child Abuse Hotline to seek assistance in caring for the child until
the parent(s) or person(s) authorized by the child's parent(s) is
able to pick up the child; and
4. Written procedures to be followed by a staff member if the parent or person authorized by the parent, as specified in Subsection
a1 above, appear to be physically and/or emotionally impaired to the extent that, in the judgment of the Director and/or staff member, the child would be placed at risk or harm if released to such an individual. The procedures shall require that:
(a) The child shall not be released to such an impaired individual;
(b) Staff members attempt to contact the child's other parent or an alternative
person authorized by the parent; and
(c) If the Center is unable to make alternative arrangements, as noted in Subsection
a3(c) above, a staff member shall call the Milltown Police Department or Division's twenty-four-hour Child Abuse Hotline to seek assistance in caring for the child.
b. No child shall be released from the program unsupervised except upon
written instruction from the child's custodial parent.
