As used in this chapter:
AT LARGE
Not under the immediate control of the owner by leash, fence
or other physical restraint.
CAT
Male and female felines, whether neutered or spayed or not.
DOG
Male and female canines, whether neutered or spayed or not.
LEASH
A cord, chain or physical restraint apparatus which holds
the dog a distance of not more than six feet from the owner.
OWNER
Any person or member of the immediate family or household
owning or having custody or responsibility of the care of a dog or
a cat.

(a) All dogs and cats more than six months old, kept within the City
limits, shall be registered and licensed within 30 days of being brought
into the City.
(b) The provisions of this section do not apply to animals kept temporarily
within the City limits nor to animals brought into the City to participate
in sanctioned parades, shows or performance trials nor to a service
animal, which is any guide dog, signal dog, or other animal individually
trained to provide assistance to an individual with a disability,
nor to animals owned by the City of Williston or any other political
subdivision.

At the time application is made for the registration license
required in this article, the owner shall state upon a form provided
for such purpose their name and address, description of the dog or
cat and date of rabies inoculation or vaccination. No registration
license or renewal of a license shall be issued for any dog more than
six months of age unless a certificate signed by a qualified veterinarian
is filed with the application, showing that the animal described in
the application has been inoculated or vaccinated against rabies and
that such vaccination is current.

(a) Upon payment of the registration license fee and compliance with the provisions of §
4-21, the Chief of Police shall issue to the applicant a registration and license identification tag. The registration license shall be in effect for the life of the animal.
(b) Every owner shall provide each dog or cat licensed with a collar
to which the registration license tag must be affixed and shall see
that the collar and tag are worn constantly when off the premises
where it is kept.
(c) In case a tag is lost or destroyed, a duplicate tag will be issued
by the Chief of Police upon presentation of a receipt showing the
payment of the registration license fee and payment of $0.50 for the
duplicate.
(d) License tags are not transferable from one animal to another, and
no refund shall be made on an animal license fee because of the death
or loss of an animal or because the animal or its owner leaves the
City before expiration of the registration license period.
(e) Any person having upon their premises or property custody or responsibility
for more than three dogs or cats more than one year old for the purpose
of housing, grooming, breeding, boarding, training or selling such
dogs shall register and license their premises or property as a kennel.

(a) It shall be unlawful to keep, harbor, own, or in any way possess
more than three dogs and cats over one year of age upon or about the
premises of any dwelling unit within the City limits of Williston.
(b) Exception. A person may register as an animal foster care recipient
at an animal rescue shelter to keep more than three dogs and cats
as part of a qualified home used by organizations for rescue or sheltering
of abandoned or lost animals. For purposes of this section, a "qualified
home" shall mean a home which has received written approval to house
abandoned or lost animals by or on behalf of a bona fide organization
involved in the rescue or sheltering of abandoned or lost animals,
and which organization has been approved and designated as such by
the City commission. The registration will be granted for such 'foster
care' of animals provided there have been no violations of the provisions
of this chapter resulting in an administrative penalty, infraction,
or criminal violation being imposed on the holder of said registration.
