Tattooing means the marking of the skin of a person by insertion
of permanent colors by introducing such colors through puncture of
the skin.

No person shall tattoo any person under the age of 18 years,
except in the presence of and with the written permission of the parent
or legal guardian of such person. No person shall sell, trade, or
otherwise provide materials or kits for tattooing or self-tattooing
to any person under the age of 18 years.
