Every person who moves or contracts or agrees to move, or is
engaged in the business or occupation of moving houses and buildings
of any kind or nature whatsoever for compensation or hire, and who
is not the owner of, or the tenant or lessee in actual possession
and acting by and under the consent of the owner of the building to
be moved, shall be deemed to be a building mover and engaged in the
business or occupation of moving houses and buildings within the meaning
and contemplation of this article.

No person shall engage in the business or occupation of moving
houses and buildings of any kind or nature whatsoever from place to
place within the city limits of the city, or upon the streets or alleys
of the city for hire or compensation, without first obtaining an annual
license therefor from the city auditor as set forth in this article.

No license required by the preceding section shall be granted
to any person until the person applying therefor shall have given
a bond in the sum of $5,000, such bond to run to the city for the
use and benefit of the city, and to be conditioned among other things
that the person asking for the license will pay any and all damages
which may accrue by reason of the granting of the license or flow
from the moving of any house of the granting of the license or flow
from the moving of any house or building thereunder which may be caused
to any property, either public or private, within the city, whether
such damage or injury shall be inflicted by such licensee or his agent,
employees or workmen; and conditions also that such person will indemnify
and keep harmless the city against all liability, claims, judgments,
costs and expenses which may accrue against the city in consequence
of the granting of such permit or license, and that the person will
in all things comply with the conditions of such license or permit.
Upon the execution of the bond and approval of the board of city commissioners
and the payment of the license fee prescribed in this article, the
license shall be issued, and not otherwise.

The license fee for persons engaged in the business or occupation
of moving houses and buildings shall be established by resolution
by the board of city commissioners.

Any owner of any house or building, either by himself or persons in his employ, other than licensed building movers, subject to this article, may move any house or building within the city limits upon and along the streets and alleys of the city upon procuring a permit therefor from the city auditor as provided in Section
9-27 of this article and posting a bond as provided in Section
9-24 of this article.

No house or building shall be moved upon the streets or alleys
of the city by any person, whether he is a licensed building mover
or not, until a permit therefor shall be obtained as provided in this
article; and no licensed building mover shall attempt or begin to
move any house or building or the tenant or lessees in actual possession
acting by and under the consent of the owner shall first have obtained
a permit therefor as herein provided.

Every person desiring to move a house or building shall make
application therefor to the board of city commissioners before moving
any house or building within the city limits.

The permit required in this article shall contain and specifically
state all the conditions to be complied with in moving such house
or building, prescribe the route to be taken in such moving and limit
the time in which such removal shall be made.

No public street or alley in the city shall be blocked, or public
travel or traffic delayed, upon any of the streets by reason of moving
of houses or buildings for a longer period than three hours.

No person shall cut, remove or break any telephone, telegraph,
fire alarm or electric wire, properly strung up on poles running through
or across any street in the city, for the purpose of moving any building
or for any other purpose, except in the case of fire or to prevent
the destruction of property, without first giving at least six hours'
notice of his intention to cut, remove or break such wire, such notice
to be given to the company or city or individual that owns or controls
such wire.

No person shall move any frame or wooden building or house into the fire limits of the city, as defined in Section
5-14 of this Code; nor shall any frame or wooden house or building be moved from place to place within the fire limits.
