No person, firm, or corporation shall erect, alter, repair,
relocate, construct, or install any sign unless such person:
(a) Has been licensed as a sign hanger and provides an affidavit that
such work on any sign shall be in full compliance with the Uniform
Sign Code as adopted and the State Adopted Building Code. Such affidavit
shall be in the form designated by the city building official; or
(b) Provides an engineered drawing and plan for such work upon a sign
and provides an affidavit that all such work will be done in compliance
with the engineered drawing, as well as the State Adopted Building
Code and Uniform Sign Code, as adopted by the City of Williston.

All licensing of sign hangers shall be done by the city building
official. Any sign hanger licensed to do business within the City
of Williston must provide proof that they have been in such business
for a period of five years or have received special training in the
business which qualifies that person, firm, or corporation as having
sufficient experience, training, and ability to safely and properly
install signs and to determine that the requirements of the State
Adopted Building Code and Uniform Sign Code are met. Such license
and application form shall be in the form designated by the city building
official. Such license shall be renewed annually.

Prior to issuing any sign hangers license, the city building
official shall be provided with proof of liability insurance in the
amounts of $100,000 per injured party with minimum of $300,000 per
incident.

The license fee for sign hangers shall be established by resolution
of the city commission of the City of Williston.
