A hearing board, consisting of three members, shall be selected
as needed for arbitration of differences between the city commission
and sewer users on matters concerning interpretation and execution
of the provisions of this chapter by the city commission.

One member of the board shall be selected to represent the city,
one member shall be selected to represent the sewer user involved
in the arbitration and the third member shall be acceptable to both
parties and shall serve as the chairman in the arbitration.
