The purpose of this section is to regulate boulevards which
are reserved for utilities, sidewalks, and future street widening.

An area between the curb and property line.
The lateral boundary of the roadway whether such curb is
marked by curbing construction, or not so marked.

(a)
Boulevards in residential districts and neighborhood commercial districts
shall be maintained with grass, trees, decorative rock, concrete,
driveways and sidewalks and shall be available and used for needed
public utilities, sprinkler systems, mailboxes, general delivery boxes
or receptacles for the delivery of periodicals, fliers or other circulars
limited to one post per lot. No excavation, concrete or decorative
rock work shall take place within any boulevard without first obtaining
a permit from the city engineer.
(b)
In general commercial districts, restricted commercial districts
and any industrial districts, boulevards may also be maintained with
poured-in concrete, with or without exposed aggregate, in addition
to grass and trees which are provided for in other districts. No excavation,
concrete, or decorative rock work shall take place within any boulevard
without first obtaining a permit from the city engineer.

Before any person may plant a tree in any boulevard, he shall obtain
authorization from the City of Williston Department of Public Works.
The types of trees that can be planted and the location for the trees
shall be determined by the City of Williston in accordance with standards
established by the city commission and by the City of Williston Code
of Ordinances.
(d)
Any repair, replacement, new construction, or relocation of any of
the allowable items mentioned in this section shall be at the expense
of the property owner. The city is not responsible for any costs associated
with improvements put into boulevards by other public or private agencies
or parties.

(a)
No mailboxes, general delivery boxes or receptacles for the delivery
of periodicals, fliers or other circulars shall hereafter be placed
at a distance of less than 12 inches or more than 24 inches behind
the face of the curb. A mailbox, general delivery box or receptacle
shall only be supported by one post and shall not take more boulevard
space than is necessary to provide proper support for the receptacle.
Boxes and receptacles shall not protrude into a required five-foot
sidewalk. In the case of a street or alley improved without a curb
and gutter section, the box or receptacle location shall be measured
from the pavement edge.
(b)
No mailbox shall be placed so as to interfere with or hinder operations
around a fire hydrant. A minimum distance of six feet on either side
of the hydrant shall be maintained free of obstacles to facilitate
operation of the hydrant.

city commissioners of the City of Williston.

Any person, firm or corporation violating any of the terms or provisions of either Section 20-20 or 20-21 shall upon conviction be punished by a fine not to exceed $500, the court to have the power to suspend said sentence and to revoke the suspension thereof. Each day any person, firm, association or corporation shall violate any of the provisions of this article shall constitute a separate offense.
