If the owner of any building, now erected or hereafter to be erected within the limits of the city, or any person having the custody or control of such building, shall refuse or neglect to cause to be placed and affixed thereon the number thereof as provided in this article after notice so to do, the board of city commissioners shall have the power and authority to cause the number of such building to be exhibited thereon as provided herein and the cost for so doing to be collected from the owner or person having control thereof at the suit of the city.

The numbering of buildings shall commence to run from Front Street to the north and south, and from Main Street, east and west, according to the streets by hundreds. Each 25 feet within the original plat of the city shall represent a number, and each 25 feet outside of the original plat shall represent a number.

It shall be the duty of the city building official to keep a plat on file in his office upon which plat shall be exhibited and designated the number to be affixed to each building within the city.

All buildings within the city shall be numbered in accordance with the map and plans showing the system of numbering buildings now on file in the office of the city building official.

Upon application made to the city building official therefor, house numbers in conformity with this article shall be the responsibility of the home owner to obtain.

The numbers to be affixed to buildings shall be of plain legible numerals of uniform size and style and shall be of not less than 2 1/2 inches in height.

The numbers of all buildings within the city shall be exhibited in plain sight on the street side thereof, and shall be so exhibited upon all buildings thereafter erected within 10 days after the completion thereof.
