Electronic signature technology allows the City of Easton to collect and preserve signatures on documents quickly, securely, and efficiently using software that is capable of creating signatures.
Pursuant to 73 P.S. § 2260.101 et seq. (the Electronic Transactions Act), the City may elect to use an electronic signature and may accept an electronic signature from another party, for any written transaction or document with the City.
This chapter incorporates and is intended to adopt the Electronic Transactions Act, as amended.
For any electronic document consisting of an agreement with the City, in which a signature is required or used, the City may:
Authorize the use of electronic signature by any part, so long as the electronic transaction complies with the requirements of the Electronic Transaction Act; require the use of an acceptable technology or vendor to provide the means for employing electronic signatures under these standards, to ensure the security and integrity of the data and the signature; including, ensuring that the level of security used to identify the signer of a document and transmit the signature is sufficient.
Ordinances and resolutions may be electronically signed unless a manual or "wet" signature is specifically required for adoption or passage.
The City may, at its discretion, require a manual signature on documents or request further verification of the signer's identity and/or credentials prior to accepting any agreement. Such requirements or requests will be made in writing to the entity attempting to enter into said agreement by the City Administrator, Mayor, Vice Mayor, Director of Finance or a designee thereof.
