Township of Washington, PA No Parking

Parking shall be prohibited at all times in the following locations:

Parking is prohibited for all vehicles at all times in the turnabout ends of culs-de-sac in Washington Township. This prohibition does not otherwise affect parking along the roadway of no-outlet streets leading up to the turnabout end of the cul-de-sac, which is governed by the rules and regulations set forth elsewhere in this Code.

For the purpose of this section, the following definitions shall apply:

BUS

(1)

The term includes:

(a)

A school bus;

(b)

A motor vehicle designed to transport 16 or more passengers, including the driver; or

(c)

A motor vehicle, other than a taxicab, limousine or personal vehicle as defined in 66 Pa.C.S.A. § 102, designed to transport not more than 15 passengers, including the driver, and used for the transportation of persons for compensation.

The term does not include a vehicle used in a ridesharing arrangement, as defined in the Act of December 14, 1982 (P.L. 1211, No. 279), entitled "An act providing for ridesharing arrangements and providing that certain laws shall be inapplicable to ridesharing arrangements."[1]

TRAILER

Any vehicle which is not self-propelled, and which is capable of being detached from a towing vehicle.

TRADESMAN

Any person, firm, corporation or partnership who or which is pursuing an occupation, business or activity requiring manual or mechanical skill. The Township shall have the final determination as to the meaning of the term "tradesman."

VEHICLE

Every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices used exclusively upon rails or tracks. The term does not include a self-propelled wheelchair or an electrical mobility device operated by and designed for the exclusive use of a person with a mobility-related disability.

No vehicle shall be parked on either side of the street within 50 feet of the intersection of any two streets within Washington Township.

No bus shall be parked on any public road within Washington Township. No trailer shall be parked on any public road within Washington Township, except tradesman's vehicles that are clearly marked with the tradesman's identity and which are temporarily parked during the actual performance of work at a premises nearby. A tradesman's vehicle may not be temporarily parked for longer than 12 hours.

Any individual, other than a tradesman, desiring to temporarily park a trailer on a public street may apply for a permit at the Washington Township Police Department. If the police officer in charge, or their designee, determines that the temporary parking of the trailer shall not constitute a hazard, said police officer shall, upon application, issue a permit to the applicant permitting the applicant to park the trailer in the applied for location for a period of time not to exceed 24 hours. Said permit shall be issued at no fee to the applicant but shall only be issued to an applicant a maximum of two times within a thirty-day period.

Pursuant to § 3352(b) of the Pennsylvania Vehicle Code, any police officer may remove or cause to be removed to a place of safety any unattended vehicle illegally left standing upon any highway, bridge, causeway or in any tunnel, in such position or under such circumstances as to interfere unduly with the normal movement of traffic or constitute a safety hazard.
