Any person, company, or corporation wishing to operate a mobile
food service establishment within the Borough of Watsontown must obtain
a solicitor's permit, at a cost to be set by the Watsontown Borough
Council, and pass a criminal background check by the Watsontown Borough
Police Department. The solicitor's permit shall be valid for one year
from January 1 until December 31, regardless of the specific date
of issue.

Every mobile food service establishment doing business in Watsontown
Borough must furnish evidence of comprehensive liability insurance
coverage of not less than $500,000 in the event of bodily injury and,
if applicable, workers' compensation insurance. Such evidence shall
be in the form of a certificate which shall be furnished to the Borough
at the time of application for the solicitor's permit.

The valid Borough-issued solicitor's permit, along with any
other permits or licenses that may be required by state or county
entities, must be displayed at all times in a conspicuous place on
the mobile food service vehicle where it can be read by the general
public.

A mobile food service establishment may not be located within
100 feet of the primary entrance of an open and operating fixed location
food service establishment.

1. A mobile food service establishment shall not conduct sales at a
stationary location for a duration exceeding two hours and cannot
exceed more than eight hours during any twenty-four-hour period.
2. A mobile food service establishment shall not conduct sales within
an SR or UR Zoning District.
3. A mobile food service establishment shall not conduct sales in congested
areas where operations impede vehicular or pedestrian traffic.
4. A mobile food service establishment shall not conduct sales between
the hours of 9:00 p.m. and 7:00 a.m.

Each mobile food service establishment shall be equipped with
a portable trash receptacle and shall be responsible for the proper
disposal of solid waste and wastewater in the sanitation facility
legally accessed by the food service establishment. Trash shall not
be deposited in any private or Borough receptacles, and wastewater
shall not be allowed to drain on the ground or a public roadway, or
be deposited into any storm drain outlet.

Continuous music or repetitive sounds shall not project from
the mobile food service establishment while parked or stopped.

Mobile food service establishments participating in any officially
sanctioned Borough events may be exempt from the requirements of this
Part.

Failure to comply with any or all parts of this Part will result
in the revocation of the mobile food service establishment's solicitor's
permit issued by Watsontown Borough for a period of one year.
