(a) Every passenger motor vehicle shall be equipped with a lock suitable
to lock either the starting lever, throttle, steering apparatus, gear
shift lever or ignition system.
(b) No person shall permit a motor vehicle in his/her custody to stand,
to be left standing, stopped, to remain unattended or to be parked
on any street, alley or in any other public place, except an attended
parking area, unless either the starting lever, throttle, steering
apparatus, gear shift or ignition of the vehicle is locked and the
key for such lock is removed from the vehicle.
(c) Subsections
(a) and
(b) of this section shall not apply to motor vehicles operated by common carriers of passengers under W.S.A., ch. 194.

(a) Emergency declarations. The Village Board hereby declares that a
snow emergency shall exist when the Director of Public Works, his/her
supervisor or his/her designee determines that a severe snow or ice
storm creates traffic congestion and thereby impedes the operation
of emergency vehicles and snow-removal equipment and machinery. A
snow emergency shall continue to exist for so long as traffic remains
congested and the operation of emergency vehicles or snow-removal
equipment is impeded, or likely to be impeded, by the falling of snow
or the accumulation of ice and the movement of traffic upon the streets,
alleys or public parking lots of the Village is thereby impacted.
Whenever a snow emergency is declared to exist, no persons shall park,
stop or leave standing any vehicle upon the streets, or any portion
of the streets, during the existence of the snow emergency pursuant
to W.S.A. §§ 323.11 and 323.14. The snow emergency
shall continue until terminated by the Director of Public Works or
his/her designee.
(b) Notice of emergency. Whenever a snow emergency exists, the Director
of Public Works or his/her designee may proclaim the state of emergency
by providing notification through not less than two media outlets
or other public means of communication.
(c) Parking prohibited during snow emergency. No person shall park any
vehicle on a street or alley during a snow emergency, or immediately
thereafter, until such main street or alley has been cleared of snow
or ice.
(d) Removal of vehicles. The Director of Public Works or his/her designee
may remove any vehicle which may interfere with the operation of any
snow-removal equipment or any emergency vehicle during a snow emergency.
The Director of Public Works may charge the actual cost of removing
such vehicle and assess that cost to the owner/operator thereof. The
Director or Public Works may cause removal to be made either by his/her
own department or may contract with a third party for such removal.
(e) Penalty for violation of section. Notwithstanding any other provisions
of this chapter, any person violating the provisions of this section
shall pay a forfeiture as set forth in the most current Village Board
bail bond resolution, plus penalty assessment and court costs and,
upon failure to pay any forfeiture, penalty assessment and court costs
imposed, may be imprisoned not exceeding six months or until such
forfeiture, penalty assessment and costs are paid. This provision
is based upon the special penalty provisions of W.S.A., §§ 323.11
and 323.14.

No person shall park, stop or leave standing any vehicle for
any purpose at any time upon the highways or parts of highways as
set forth in the most current Village Board traffic resolution.

(a) Except as permitted in this section, no person shall park, stop or
leave standing any vehicle in the following places unless authorized
by permit issued by the Village or by an official traffic control
sign:
(1)
At any curb or other area marked as a bus or taxi stop or stand.
(2)
Upon any portion of a street, highway or parking facility reserved
by official traffic signs for vehicles displaying special registration
plates, identification cards or emblems for vehicles of physically
disabled persons unless the vehicle displays a special registration
plate, identification card or emblem issued by the state or jurisdiction
in which the vehicle is registered.

(a) Street maintenance. Whenever it is necessary to clear a Village roadway
or any part thereof the public works department shall post such highways
or parts thereof with signs bearing the words "no parking street maintenance
work," or similar wording. Such signs shall be erected at least two
hours prior to the time that street maintenance work is to be commenced.
No person shall park a motor vehicle in violation of such signs.
(b) Parking in driveways. No person shall park or leave standing any
motor vehicle in any private driveway without the permission of the
owner or lessee of the property upon which such driveway is located,
whether or not such driveway is posted to limit or restrict parking.
(c) Parking heavy vehicles in residential districts. Parking of motor
trucks, truck tractors, trailers, or semitrailers or any other vehicle
or combination of vehicles weighing more than 10,000 pounds within
a residential district is prohibited, unless exempted as follows:
(1)
Motor homes or mobile homes which do not exceed the statutory
size under W.S.A., § 348.07.
(2)
School buses, so long as the school bus does not park within
a residential district for more than three hours.
(3)
For such time as is reasonably necessary to facilitate the loading
or unloading of the vehicle.
(d) Parking reserved for vehicles of disabled. When official traffic signs indicating such restriction have been erected in accordance with §
82-47, no person shall park, stop or leave standing any vehicle upon any portion of a street, highway or public or private parking facility reserved for vehicles displaying special registration plates or identification cards or emblems issued by the state department of transportation or, for vehicles registered in another jurisdiction, by such other jurisdiction designating the vehicle as one used by a physically disabled person.
(e) Parking restrictions within Village parks. No person shall park or
leave standing any motor vehicle in any Village park unless such vehicle
is parked in an area marked as "parking permitted." The Village health
and recreation committee is authorized to allow parking of vehicles
in areas other than those marked as "parking permitted." The health
and recreation committee may impose conditions on the parking of motor
vehicles outside the "parking permitted" areas. Any person who shall
park or leave standing any motor vehicle in violation of the health
and recreation committee's conditions and/or requirements of
this subsection shall be in violation of this section, subject to
a forfeiture as set forth in the most current Village Board bail bond
resolution.
(f) Parking heavy vehicles in retail business parking lots. Parking of
motor trucks, trailers, or semi-trailers or any other combination
of vehicles weighing more than 12,000 pounds within a retail business
lot is prohibited, except for such time as is reasonably necessary
to facilitate the loading or unloading of the vehicle related to that
retail business.
(g) One-way directional parking lots for municipal buildings. The following
municipal building parking lots are hereby designated one-way directional
parking lots, and no person shall drive or operate a vehicle on any
such parking lot except in the one direction designated as follows:
(1)
In a westerly direction of the Mukwonago Village Hall parking
lot located at 440 River Crest Court, entering from the east entrance
located on the cul-de-sac of River Crest Court and exiting from the
west exit located on River Crest Court.
(h) Parking on culs-de-sac. Between November 1 through March 31, no person
shall park any motor vehicle, which may interfere with snow and/or
ice control operations, within a cul-de-sac upon the streets as set
forth in the most current Village Board traffic resolution.

No person other than the owner or operator thereof shall remove
a Village parking ticket from a motor vehicle.
