The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in section 39:4-138 of the Revised Statutes of New Jersey, any other New Jersey Statutes or as hereinafter provided.

No person shall stop or stand a vehicle on the following streets or parts of streets adjacent to schools at any time as follows:
Witherspoon Street. Western side, from the boundary line with the Borough of Princeton to Valley Road, with the exception of school buses within the marked dropoff area in front of the Community Park School.

(a) 
No person shall park a vehicle in the following designated handicapped parking zones unless said person has been issued a special vehicle identification card, pursuant to N.J.S.A. 39:4-205 by the New Jersey Motor Vehicle Commission:
Community Park North. Two spaces, one to be located in the northeast corner of said lot, closest to the existing pedestrian path and one to be located as the last parking stall on the northwest corner of said lot closest to the existing restrooms.
Community Park Pool parking lot. The six spaces designated therein as handicapped spaces.
Community Park South. Two spaces to be located on the north side, one space to be located at the westerly most end of said lot and one space to be located at the easterly most end of said lot.
Franklin Avenue. One space located on the southern side abutting property known as 391 Franklin Avenue starting at a point 645 feet west from the westerly curbline of Leavitt Lane and extending a distance of 20 feet therefrom.
Jefferson Road.

Princeton Township Municipal Complex Parking Lots. Four spaces located in north parking lot closest to police building entrance and two spaces located in south parking lot closest to Human Services building entrance.
Valley Road Building front parking lot. Three spaces utilizing entire lot.
Valley Road Building parking lot. One space in visitors' lot closest to Witherspoon Street.
Witherspoon Street. East side, two spaces opposite intersection with Birch Avenue.
(b) 
No person shall park a vehicle in any space on public or private property appropriately marked for vehicles for the physically handicapped unless said person has been issued a special vehicle identification card and a handicapped person is either the driver or a passenger in that vehicle.
(c) 
Any person parking a motor vehicle in a restricted parking space without a special vehicle identification card shall be liable to a fine of $250 for the first offense and, for subsequent offenses, a fine of at least $250 and up to 90 days community service on such terms and in such form as the court shall deem appropriate, or any combination thereof.

No person shall stop or stand in the designated handicapped drop-off area when public schools are in session between the hours of 8:00 a.m. and 4:00 p.m. on the following streets:
Guyot Avenue. Southerly side, from a point 264 feet of the easterly line of Walnut Lane, extending 40 feet east on Guyot Avenue.

No person shall park a vehicle on the following streets or parts of streets between the hours of 8:00 a.m. and 6:00 p.m. for a period of more than two hours except for vehicles which are owned or operated by existing commercial properties or their employees where said properties have inadequate onsite parking as determined by the Municipal Engineer. Said properties may obtain from Princeton a parking permit from the Clerk's Office to permit parking for more than two hours.
Alexander Street, west side, beginning at a point 253 feet north of the center line of Faculty Road and proceeding north to a point 710 feet from said center line of Faculty Road.
Alexander Street, east side, beginning at a point 338 feet north of the northerly curb line of Faculty Road and proceeding north to a point 648 feet from said northerly curb line of Faculty Road.

DIVISION 3A - RESIDENTIAL PERMIT PARKING DISTRICT

The township committee has determined that there is an acute problem providing for on-street parking in a neighbor-hood adjacent to the Medical Center at Princeton primarily attributable to the influx of workers in this area. The committee, therefore, has determined that the greater public interest will be best served by ensuring convenient and reasonable access to homes and businesses in this neighborhood and that the following limitations on parking will promote such interest.

The following streets or parts of streets are hereby designated as included in the residential parking district: Leigh Avenue and Birch Avenue, their entire lengths, between Witherspoon Street and Bayard Lane; Race Street between Leigh Avenue and the Community Park South parking lot; and John Street from the Princeton Borough line to the Community Park South parking lot.

On the following described streets or parts of streets, the following parking regulations shall be in effect:

All owners of record having fee title to any property with a dwelling unit thereon within the residential permit parking district established in section 11-19.5 shall be entitled to obtain a residential parking decal(s) from the township clerk. Said decal(s) shall be made available by the clerk at no charge to the owner in accordance with the following provisions:
(a) 
The township clerk shall obtain from the township tax department a certified list of the owners of record of real property with dwelling units thereon located in the district established in section 11-19.6(b) hereinabove. Upon verification of ownership, the clerk shall mail a decal(s) to said owner in accordance with the following schedule:
(1) 
If the real property is improved with a dwelling unit thereon and has off-street parking the owner shall receive one decal.
(2) 
If the real property is improved with a dwelling unit thereon and has no off-street parking, then said owner shall receive two decals. No owner can obtain more than two decals for a given property.
(b) 
The decals issued pursuant to this section shall be valid for one year commencing June 30, 1995, and shall be reissued by the clerk annually thereafter to the owners of record within said district. The clerk shall issue annually decals of different colors to assist with the enforcement of this residential permit parking program.
(c) 
Upon the issuance of a decal(s) to the owner by the clerk, said owner shall promptly affix the decal to the motor vehicle that will park in the district or make said decal(s) available to tenants of the property who will park in the district on the vehicle's rear windshield, lower left corner, so that it can be easily observed by the township police department when enforcing and regulating the provisions of this division. Motorcycles shall affix the decal to the rear, left bumper.
(d) 
If the owner of any business operating within the residential permit parking district as designated hereinabove demonstrates to the township clerk that the property which is owned or leased for this business purpose has no off-street parking, then said business owner may obtain one decal for the parking of a motor vehicle within said district.
(e) 
Should any holder of a residential parking decal(s) have a visitor staying with said individual between the hours of 11:00 p.m. and 8:00 a.m., said individual may notify the township police department if said visitor wishes to park a motor vehicle within the above-referenced district during these hours. The police department will note the vehicle type and license plate number and said vehicle will be deemed exempt as provided for hereinbelow from the parking regulations during these hours. Said visitors, however, shall not be permitted to park in said district during said hours for more than two consecutive nights.
(f) 
Notwithstanding anything to the contrary contained hereinabove, the Princeton Nursery School shall be entitled to receive seven decals for its staff.
(g) 
The Morning Star Church and the Princeton Elks Lodge may advise the township police department in writing on a monthly basis as to their schedules of events which will involve visitors parking within the district. The police department, pursuant to subsection (e) hereinabove shall be permitted to grant to both organizations exemption from the provisions of this section in accordance with section 11-19.8(a) hereinbelow.

The following vehicles shall be exempt from this division:
(a) 
Visitors. As provided for in section 11-19.7.
(b) 
Contractors, service and delivery vehicles. Contractors, service and delivery vehicles bearing the name and address of a commercial business may park without a permit during the time they are rendering service to a residence or business within the permitted parking area.
(c) 
Emergency vehicles. Emergency vehicles and public service, telephone and other public utility vehicles may park within the permit parking area during the time they are rendering service or repairs within the area.

DIVISION 4 - COMMUNITY PARK SOUTH PARKING YARD

As used in this division "Community Park South Parking Yard" means that certain parking yard in and belonging to the township and located in and on the south side of the tract of land commonly known as Community Park, which yard lies between the extension of Race Street and the extension of John Street.

No person shall park any vehicle including, but not limited to, commercial vehicles with a gross weight greater than 6,000 pounds, boats, campers and trailers between the hours of 2:00 a.m. and 6:00 a.m., on the northerly side of the Community Park South Parking Yard, on Monday, Wednesday or Friday, or on the southerly side of such parking yard, on Tuesday, Thursday or Saturday.

No person shall stop or stand a vehicle at any time upon any of the following streets or parts of streets:
Alexander Street. East side, from the northerly line of Faculty Road to a point 95 feet northerly, and from the southerly line of Faculty Road to a point 105 feet southerly.
Alexander Street. West side, from a point opposite the center of the intersection of Faculty Road to a point 115 feet northerly and to a point 100 feet southerly.
Cherry Hill Road. Along both sides, from the center line of Mount Lucas Road to a point 250 feet westerly thereof.
Guyot Avenue. North side, from Moore Street to Ewing Street.
Herrontown Road. South side, from Route 206 (State Road) to Mt. Lucas Road.
Mountain Avenue Extension. Along both sides, from the westerly curb line of Route U.S. 206 to Bayard Lane.
Mount Lucas Road. Both sides, between Valley Road and Cherry Hill Road.
Province Line Road. East side, between Pretty Brook Road and Audubon Lane.
Riverside Drive West. East side, from the southerly curb line of Route 27 to a point 110 feet southerly therefrom.
Riverside Drive West. East side, from the northerly curb line of Prospect Avenue northerly to the Riverside Elementary School driveway.
Snowden Lane. Both sides, from the northerly curb line of Route 27 to a point 110 feet northerly therefrom.
Valley Road. South side, between Witherspoon Street and Route 206.
Witherspoon Street. West side, between Valley Road and the boundary line of the Borough of Princeton.

No person shall stop or stand a vehicle at any time for longer than 30 minutes upon any of the following streets or parking lots:
Witherspoon Street firehouse parking lot. The three visitor parking spaces closest to Witherspoon Street.

No person shall stop or stand a vehicle between the hours of 8:00 a.m. and 4:00 p.m. on any day when public schools are in session upon any of the following streets or parts of streets:
Franklin Avenue. South and west sides, between Walnut Lane and the boundary line of the Borough of Princeton.
Guyot Avenue. North side, between Walnut Lane and Ewing Street.
Littlebrook Road North. North side, from a point 769 feet west of the extended westerly edge of pavement of Rollingmead to Magnolia Lane.
Magnolia Lane. East side, from a point 113 feet south of the extended southerly curb line of Abernathy Drive to Littlebrook Road North
Magnolia Lane. West side, between Abernathy Drive and Broadripple Drive.
Prospect Avenue. South side, opposite Riverside School property.
Riverside Drive, West. West side, between Robert Road and Prospect Avenue.
Riverside Drive, West. East side, from the intersection with Prospect Avenue to a point 430 feet northerly therefrom.
Stuart Road. Southerly side, between The Great Road and Hardy Drive.
Terhune Road. North side, opposite Johnson Park School property.

No person shall park on any township streets or parts of streets between the hours of 2:00 a.m. and 6:00 a.m. commercial vehicles with a gross weight greater than 6,000 pounds, boats, campers or trailers.
DIVISION 6 - EMERGENCIES

Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets where temporary "EMERGENCY NO PARKING" signs are displayed. The chief of police, or in his absence the ranking police officer, is authorized to declare an emergency and to direct the posting of such "EMERGENCY NO PARKING" signs when weather conditions, accidents, fires or public celebrations dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic.
Notification that the "EMERGENCY NO PARKING" signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.

Any unoccupied vehicle parked or standing in violation of this division shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any peace officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage that may result from such removal before regaining possession of the vehicle.

The effectiveness of the provisions of this division is contingent on signs being erected as required by law.

Pursuant to N.J.S.A. 39:4-94.2, the chief of police of the Township of Princeton or his next-in-command is hereby authorized to declare closed to traffic for any lawful purpose any municipal roadway or portions of said roadway which in the chief's opinion must be closed under emergency conditions for public safety reasons.
DIVISION 6A - PROHIBITING PARKING TEMPORARILY FOR SNOWPLOWING, SNOW REMOVAL AND OTHER EMERGENCIES

The chief of police, or his next-in-command, may declare a snow emergency whenever significant snow is anticipated due to weather forecasts, or when snow has fallen and the accumulation is such that it can be determined that a snow emergency exists. During a declared snow emergency, no vehicles shall be parked on any municipally owned streets in the township. This parking prohibition shall remain in effect after the snow has ceased until the streets have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic.
Any vehicle parked or standing in violation of this section shall be deemed a nuisance and a menace to the safe and proper regulation of traffic and any police officer may provide for the removal of such vehicle. The owner of such vehicle shall pay the reasonable cost of the removal and storage which may result from such removal before regaining possession of the vehicle.

DIVISION 7 - COMMUNITY POOL PARKING YARD

As used in this division "community pool parking yard" means that certain parking yard in and belonging to the municipality and located in the eastern portion of Community Park between the community swimming pool and the west side of Witherspoon Street.

No person shall park any vehicle in the community pool parking yard between 7:00 a.m. and 5:00 p.m. Monday through Friday, except as follows:
(a) 
Persons participating in recreational activities sponsored by the Princeton Recreation Commission; or
(b) 
Municipal employees; or
(c) 
Visitors to the municipal complex; or
(d) 
Persons charging electric vehicles as defined in Section B19-37A in spaces designated for such use; or
(e) 
Others by authorization or by permit only.

No person shall park any vehicle in the community pool parking yard or along the driveway leading to and from the parking yard except within a parking stall designated by pavement markings, and no person shall park any vehicle within any parking stall designated for emergencies unless such vehicle is an emergency vehicle engaged in emergency activity.

The Princeton Recreation Commission is authorized to operate within the community pool parking yard a permit parking program, as follows:
(a) 
Between, on or about September 15 and May 15 or such specific dates annually as determined by the commission, said commission may designate within the community pool parking yard parking spaces for which parking permits on a monthly basis may be purchased.
(b) 
The charge per month shall be $20 per vehicle. Said fee may be waived for permit parkers who are employees of the Princeton Public School District.
(c) 
Said commission may enter into an agreement with any business or institution in the municipality providing for permit parking for the business or institution's employees. That agreement shall include, but not be limited to, providing for snow and ice removal within the parking yard when necessary by the business and/or institution.[1]

DIVISION 7.1 - POLICE DEPARTMENT PARKING YARD

As used in this division "police department parking yard" means that certain parking yard in and belonging to the township and located within the following areas:
(a) 
Located northerly of the Princeton Township Police Department main building entrance between said building and the south side of Valley Road.
(b) 
Located easterly of the Princeton Township Recreation Department building between said building and the Princeton Township municipal building.
(c) 
Located northerly of the Princeton Township Recreation Department building said parking spaces located along and adjacent to the south side of NJ State Highway Route 206.

No person shall park any vehicle in the police department parking yard Areas (a) and (b), except as follows:
(a) 
Police department vehicles; or
(b) 
Police department employees; or
(c) 
Visitors to the, police department.

(a) Sworn police department employees; or
(b) Recreation department municipal vehicles; or
(c) Sworn police department employees; or
