It shall be unlawful and a Class 1 misdemeanor for any person
to sell or expose for sale or use or discharge in the County any firecrackers,
torpedoes, sky rockets or other substance or object, of whatever form
or construction, that contains any explosive or inflammable compound
or substance and is intended or commonly known as "fireworks" and
which explodes, rises into the air or travels laterally, or fires
projectiles into the air, or is defined as fireworks by Title 27 of
the Code of Virginia or by the Virginia Statewide Fire Prevention
Code, except in conformance with the permit requirement below.

Notwithstanding the provisions of §
65-1 above, the County Administrator, or his designee, shall have the authority to issue permits for the display of fireworks by fair associations, amusement parks or by any organization or group of individuals under the terms and conditions set forth in the Virginia Statewide Fire Prevention Code and any additional terms and conditions prescribed by the County Administrator. The Board of Supervisors may establish an applicable permit fee by resolution.
This chapter shall not apply to the use of sparklers, fountains,
Pharaoh's serpents, caps for pistols, pinwheels commonly known as
"whirligigs" or "spinning jennies," or other permissible fireworks
as defined by Title 27 of the Code of Virginia or by the Virginia
Statewide Fire Prevention Code; provided, however, that the same may
only be used, ignited or exploded on private property with the consent
of the owner of such property. Such fireworks shall be sold only in
conformance with the Virginia Statewide Fire Prevention Code and with
the terms and conditions of a permit issued by the County Administrator.
The Board of Supervisors may establish an applicable permit fee by
resolution.
