In order to provide information to aid in the assessment of the environmental impact of proposed site developments, every application for preliminary or final site plan approval shall be documented by a statement containing the matters and materials specified in this division, except as otherwise provided pursuant to sections T10B-212(b) and T10B-215(b). Such statement shall accompany and be deemed part of the application. Documentation submitted for preliminary approval may be resubmitted for final approval, to the extent that it is unchanged.

The required environmental information statement shall contain
the following matters and materials:
(a)
Soil. A list of the pertinent sections or sheets of the Mercer
County Soil Survey Map covering the site, a brief description of the
surficial geology of the area and, if deemed necessary by the committee
for proper evaluation of the application, soil boring test results.
(b)
Water. Estimated potable water demand in gallons per day and
the source of water supply.
(c)
Sewerage facilities. Estimated sewage to be generated in gallons
per day and a general description of on-site and off-site sewage disposal
proposed.
(d)
Solid waste disposal. Character and estimated tons per week
of solid waste to be generated and the means of disposal thereof with
an indication as to whether disposal will be by public or private
facilities.
(e)
Air pollution. The proposed uses, processes or equipment will
affect the ambient air quality, such as, but not limited to, those
relating to heating, air conditioning, incineration and materials-processing.
(f)
Drainage. The following information to be provided in all cases:
(1)
Estimated existing surface water runoff rate and volume from the storms specified in section T10B-227(d) (1) and (2).
(2)
Total area to be paved or built upon, estimated surface water runoff rate and volume to result from the proposal along with the computations of such, estimated land area to be occupied by water detention facilities and the type of vegetation thereon and details of a proposed plan to control and dispose of surface water in accordance with section T10B-227.
(3)
Proposed changes to existing drainage, including topographic
changes and water course diversions, and appropriate measures to control
velocity and erosion at outlets or discharge points.
(4)
A plan for control of soil erosion and sedimentation during
and after construction in accordance with applicable laws, together
with a report thereon by the county soil conservation district.
(5)
Details of all water detention plans during and after construction,
including discharge provisions, discharge capacity at different levels
of detention and emergency spillway provisions.
(g)
Traffic. The following traffic data, to be furnished in all
cases where the site development contains more than 50,000 square
feet of building gross floor area:
(1)
Widths and conditions of existing roads in the vicinity of the
proposed development that are expected to be affected by the development.
(2)
Existing traffic volumes on such roads.
(3)
Estimated increase in traffic volume to be generated by the
development and the distribution of such increase with respect to
time of day and direction of movement.
(h)
Critical areas. A description of impacts on critical areas,
such as streams, wetlands, areas of aquifer recharge and discharge,
slopes greater than 20%, highly acid or highly erodible soils, areas
with high water table, mature stands of native vegetation and extraordinary
wildlife nesting, feeding or breeding grounds.
(i)
Governmental licenses, permits and approvals. A list of licenses
and permits and other approvals required by municipal, county and
state law and the status of each.
(j)
Additional information. Such other information as shall reasonably
be requested to aid in assessing environmental impact and in determining
whether the proposed site development complies with the provisions
of this article.
