A. 
Any dog accessing the Cedar Lane Dog Park or Dog Run at Ryder Park (the "dog parks") must be registered with the Town Clerk.
B. 
At the time the dog is registered, the dog will receive a tag that the dog is required to wear when in the dog parks. The color of the tag will change for each annual period from June 1 to May 31 of the following year.
C. 
Dogs within the unincorporated Town and the Village of Ossining will be registered when they obtain their annual license from the Town Clerk as required by Article II.
D. 
Dogs within the Village of Briarcliff Manor located within the Town of Ossining and nonresident dogs, meaning any dogs not within the unincorporated Town of Ossining, the Village of Ossining or the portion of the Village of Briarcliff Manor located in the Town of Ossining, must separately register with the Town Clerk in order to be able to access the dog parks. These dogs must be registered prior to use of the dog parks and must renew their registration before June 1 of each calendar year for so long as they continue to use the dog parks.
A. 
Residents of the unincorporated Town of Ossining, the Village of Ossining and the portion of the Village of Briarcliff Manor located within the Town of Ossining will not be charged a fee for registering their dogs for the dog parks.
B. 
Nonresident dogs, meaning any dogs not within the unincorporated Town of Ossining, the Village of Ossining or the portion of the Village of Briarcliff Manor located in the Town of Ossining, shall pay a registration fee in an amount that will be set by resolution of the Town Board as amended from time to time when registering with the Town Clerk to use the dog parks.
C. 
The fees generated by registration for the dog parks will only be used by the Town for maintenance of and improvements to the dog parks.
A. 
The following rules and regulations shall govern the use of the dog parks.
(1) 
No dogs may use the dog parks unless they have registered in advance with the Town Clerk as required by this article.
(2) 
No person may access the dog parks if they are not accompanied by at least one dog.
(3) 
One person may not bring more than three dogs to the dog parks at one time.
(4) 
All dogs attending the dog parks must be accompanied by a person at least 16 years of age.
(5) 
Children 15 years of age or younger must be accompanied by someone who is at least 18 years of age.
(6) 
No person may leave any dogs it brought to the dog parks unattended. Owners and/or persons who bring a dog to the dog parks shall keep the dog(s) in their line of sight and remain close enough to attend to the dog(s) if need be.
(7) 
All dogs must wear properly fitted collars with the dog parks registration tags, identification tags and license(s) while in the dog parks.
(8) 
All dogs must be properly licensed, inoculated and healthy.
(9) 
All dogs between the ages of eight months and 10 years must be spayed or neutered. No dog in heat is permitted in the dog parks.
(10) 
Owners and/or the individuals who bring the dog(s) to the dog parks are legally responsible for the dog(s) and any injuries caused by the dog.
(11) 
No food is allowed inside the dog parks.
(12) 
Owners and/or the individuals who bring the dog(s) to the dog parks must clean up after the dog(s) and dispose of any waste in the receptacles provided.
(13) 
Dogs may only be unleashed once they are inside the dog parks. Dogs shall be kept on a leash at all other times. While the dog is not on the leash, the owner and/or individual who brought the dog(s) to the dog parks shall keep the leash readily accessible.
(14) 
No smoking is allowed inside the dog parks.
(15) 
No littering is allowed inside the dog parks.
B. 
Anyone who registers for the dog parks with the Town Clerk shall receive a copy of these rules and regulations at the time of registration.
C. 
These rules and regulations shall be conspicuously posted at the dog parks and shall also be available in the Town Clerk's Office and on the Town's website and the Recreation Department's website.
D. 
Superintendent of recreation.
(1) 
The Superintendent of Recreation, or any citizen or community group so recognized by resolution of the Town Board, is authorized to promulgate such additional rules and regulations as deemed appropriate from time to time so long as they are not inconsistent with or contradictory to the regulations set forth in Subsection A.
(2) 
The Superintendent is authorized to remove and/or ban any dog from the dog parks if that dog is found to have a history of violent and/or aggressive behavior. Such incidents shall be documented and kept on file in the Superintendent's Office.
Any person violating any provision of this article shall be guilty of a violation punishable by a fine of $250 per violation.
