The Township Committee:
a. 
Does hereby authorize continued participation in the Somerset County Community Development Consortium.
b. 
Does hereby authorize, ratify and confirm a certain agreement (hereinafter referred to as "contract") between the Township of Green Brook and Somerset County entitled "Agreement Between the County of Somerset and Certain Municipalities Located Therein for the Establishment of Cooperative Means of Conducting Certain Community Development Activities".
c. 
Hereby authorizes full participation by the Township of Green Brook in all aspects of the activities provided for within the contract pursuant to the terms and conditions as more fully set forth in the contract.
d. 
Hereby incorporates the contract into this section by reference, as if fully set forth herein.

The Mayor and Township Clerk are hereby authorized to execute the contract with the County and a copy of the contract will remain on file in the Office of the Township Clerk of Green Brook for public inspection.

This section shall be known and may be cited as the "Cooperative Pricing Ordinance of the Township of Green Brook".

Pursuant to the provisions of N.J.S.A. 40A:11-11(5), the Mayor and Municipal Clerk are hereby authorized to enter into a Cooperative Pricing Agreement with the County of Somerset for the purchase of work, materials and supplies and to participate in the Somerset County Cooperative Pricing System.

The County entering into contracts on behalf of the Township of Green Brook shall be responsible for complying with the provisions of the Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.) and all other provisions of the revised statutes of the State of New Jersey.

Pursuant to the provisions of N.J.S.A. 40A:11-10 et. seq., the Township of Green Brook is hereby authorized to enter into contracts with the County of Somerset for the joint use by the Township of Green Brook and other municipalities in the County of Somerset for administrative services and facilities of the Office of Purchasing Agent of the County of Somerset appropriate to the procurement of certain materials, supplies and equipment which may be determined to be required by the Township, and which the Township may otherwise lawfully purchase for itself. The services and facilities of the Office of County Purchasing Agent shall be provided without cost to the Township of Green Brook.

The proper municipal officials of the Township are hereby authorized and empowered to execute, on behalf of the Township all such contracts with the County of Somerset for Joint Public Bidding.

A certain contract, heretofore executed on the 19th day of August, 1965, by and between the governing body of the Township of Green Brook and the Middlesex County Sewerage Authority hereby is amended and supplemented incorporating therein changes, additions, and deletions, if any, effecting the discharge, treatment, and disposal of sewerage originating in and collected by the Township of Green Brook into the Middlesex County Sewerage Authority Trunk System, all as more particularly set forth in the Supplemental Agreement, and the Mayor shall be authorized and directed on behalf of the Township of Green Brook to execute the Supplemental Agreement under the corporate seal of this Township which shall be affixed and witnessed to by the Township Clerk and to deliver the same.

The Supplemental Agreement shall be in substance the same as the form marked "Exhibit A" now on file in the office of the Township Clerk of the Township of Green Brook and is incorporated herein by reference as if fully recited herein.

The threat of large scale fires and other major hazardous accidents can limit the ability of any fire department to handle all local emergency situations; and the fire service representatives of the municipalities of Plainfield, Green Brook, Warren, Watchung, North Plainfield, Fanwood, and Middlesex deem it to be in their best combined interests to organize to work for the betterment of the firematic activities of the member departments through improved communications and/or joint activities involving training, mutual aid, education, cooperative training facilities and bulk purchasing.
The above named municipalities fire services will be known as the Somerset-Union-Middlesex Mutual Aid Group.
The Fire Chief of the Township of Green Brook agrees to and approves the operational agreement by-laws for the Somerset-Union-Middlesex Mutual Aid Group.
The Somerset-Union-Middlesex Mutual Aid Group has a stated purpose and objective of providing mutual understanding and assistance on fire related problems, and
It is in the best interest of the health, safety and welfare of the residents of the Township of Green Brook that the Somerset-Union-Middlesex Mutual Aid Group Operational Agreement be mutually adopted.

a. 
The mutual aid of apparatus and manpower shall be provided at no expense to the municipality requesting such assistance, except that mutual aid would not have to be rendered in the case of civil unrest, labor strife, constant inefficiency of a fire department through a consistent lack of manpower or in the case of a fire department disbandment.
b. 
The Township of Green Brook hereby endorses and approves the Operational Agreement for the Somerset — Union — Middlesex Mutual Aid Plan.
c. 
Copies of this section be forwarded to the Fire Chiefs of the Somerset — Union — Middlesex Mutual Aid Group (hereafter also known as SUMMAG) and the governing bodies of each municipality within the SUMMAG and to the Chairman of the Somerset — Union — Middlesex Mutual Aid Group.

a. 
The provisions of this section are effective as to each of the above municipalities (and as to any other municipalities which may be accepted into the Somerset — Union — Middlesex Mutual Aid Plan), at such time as such municipality has in the past or may in the future adopt an ordinance providing for substantially the same terms and conditions as set forth herein.
b. 
This section shall take effect immediately upon publication after final adoption, as provided by law.

The Plainfield Area Regional Sewerage Authority ("the Authority") and the Borough of Dunellen, Borough of Fanwood, Township of Green Brook, Borough of North Plainfield, City of Plainfield, Township of Scotch Plains, Borough of South Plainfield and the Borough of Watchung ("the Participants") entered into a Service Contract dated August 3, 1995 which covers the operation, management and financial arrangements between and among the parties.

The Township Committee of the Township of Green Brook is authorized to become a Government Aggregator of electric generation service and electric service for residential and non-residential customers electric power on behalf of its residential and non-residential citizens.

The Township shall follow the Government-Private Aggregator Option Two of the BPU Government-Private Aggregator Program pursuant to the rules and regulations of the New Jersey State Board of Public Utilities.

The Mayor and Township Administrator are hereby authorized to take any and all steps to submit the necessary documentation to the New Jersey Board of Public Utilities and to provide any and all notices to residential customers to opt-out of the Program and to non-residential customers to opt-in to the Program.
