A. 
When any vehicle is parked or abandoned on any street within this Village during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway upon which said vehicle is parked or abandoned, said vehicle may be removed by or at the direction of a member of the Village Board.
B. 
When any vehicle is found unattended on any street within this Village where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by or at the direction of a member of the Village Board.
C. 
When any vehicle is parked or abandoned on any street within this Village where stopping, standing or parking is prohibited, said vehicle may be removed by or at the direction of a member of the Village Board.
After removal of any vehicle, as provided in this article, the person removing a vehicle under this article may store such vehicle in a suitable place at the expense of the owner. Such owner or persons in charge of the vehicle may redeem the same upon payment to the Village Clerk or Mayor of the amount of all expenses actually and necessarily incurred in effecting such removal, such charges to be determined, from time to time, by resolution of the Board of Trustees.
The person removing a vehicle under this article shall, without delay, report the removal and the disposition of any vehicle removed, as provided in this article, to the Village Clerk, and it shall be the duty of such Village Clerk or Mayor to exercise reasonable effort to ascertain the owner of the vehicle or person having charge of same and to notify the owner of the removal and disposition of such vehicle and of the amount which will be required to redeem it.
