A. 
In accordance with the powers conferred upon the Village pursuant to Municipal Home Rule Law § 10, Village Law §§ 3-300 and 3-301 are overruled and declared inapplicable to the Village of Lima insofar as it requires or may require that a Building Inspector and/or Zoning Enforcement Officer (referred to as "Code Enforcement Officer") hired by the Village of Lima be a resident of said town and Village.
B. 
In all other respects, Village Law §§ 3-300 and 3-301 shall be applicable to the Village of Lima.

The Village Board of Trustees hereby authorizes the creation of a municipal office, which officer shall be known as the "Code Enforcement Officer." Duties of the Code Enforcement Officer shall include responsibility for administering and enforcing the New York State Uniform Fire Prevention and Building Code(s), and all local fire and/or building code, and local laws governing zoning and related matters, and any other law, code rule or regulation validly enacted or promulgated by a competent state or local governing body with jurisdiction in the Village of Lima. The scope of such administration and enforcement duties shall be prescribed, from time to time, by the Village Board of Trustees of the Village of Lima. Under the general supervision of said Board, the Code Enforcement Officer shall coordinate all activities relevant to ensuring compliance with appropriate state and local laws, codes, rules and regulations. Related work shall be performed as required by such Board.
A. 
As may be prescribed by the Village Board of Trustees, the Code Enforcement Officer may supervise the activities and performance of any assistant Code Enforcement Officer(s), Building Inspector(s), fire inspector(s), zoning compliance personnel or related clerical personnel.
B. 
The Village Board of Trustees further delegates and accords to the Code Enforcement Officer, pursuant to a valid delegation of its police power authorized by statute and opinion, the right and ability to implement notice and effect service upon parties allegedly in violation of all state and local codes, rules and regulations which are the subject of the Office of Fire Inspector, Zoning Officer and/or Building Inspector or Code Enforcement Officer.
