Inasmuch as the Municipal Water District and customers noted as "other outside customers," at the time of passage of this Part 1, are not generally invoiced according to water volume consumed on a metered basis, this section is included in order to establish general provisions whereby the transition to a metered system may proceed in an orderly manner. At the conclusion of the implementation of the metering program, this section is automatically obsoleted.
A. 
Priorities are hereby established in connection with the sequence in which meters are installed, according to the following classification to which the customer may be assigned by the Board of Water Commissioners:
(1) 
Industrial, converters, machine shops, etc.
(2) 
Commercial, including retail outlets, restaurants, bakeries, hairdressers, dental and medical offices, legal and real-estate offices, hotels, etc.
(3) 
Multifamily homes, apartments, condominiums, etc., and all accessory units.
(4) 
Single-family homes.
(5) 
Industrial, commercial, farms (operating or not), etc., i.e., Subsections A(1) and (2) above.
(6) 
Residential, i.e., Subsections A(4) and (5) above.
[NOTE: Subsections A(1), (2), (3) and (4) refer to customers within the Municipal Water District and Subsections A(5) and (6) refer to other outside customers.]
B. 
The system of billing in use at the time of passage of this Part 1 will be continued unchanged until such time as meters have been installed in all of the premises, etc., in each classification noted above. At that time (all customers within that classification having been serviced with meters) the billing will be adjusted for all customers within that category according to the provisions of this Part 1.
