(A) 
No person shall park or stop a vehicle in any of the following places:
(1) 
In the arc of a curve.
(2) 
On the near side of a street adjacent to and within 25 feet of the main entrance to a church, theater, the Village Hall or a fire station, nor in front of the entrance to driveways as extended to the street or roadway of any fire station.
(3) 
Within 10 feet of a rural mail box, between the hours of 6:00 a.m. and 4:00 p.m., excluding Sundays and holidays.
(4) 
Within 10 feet of a fire hydrant.
(B) 
No owner or operator of a motor vehicle, except an emergency vehicle, shall park or permit such vehicle to be parked at any time on the south side of 15th Place for a distance of 150 feet east of the east line of Sheridan Road.
(C) 
No owner or operator of a motor vehicle, except an emergency vehicle, shall park or permit such vehicle to be parked at any time within 50 feet of the terminus (dead end) of 52nd Avenue from November 1 to April 1.
(D) 
No owner or operator of a motor vehicle, except an emergency vehicle, shall park or permit such vehicle to be parked at any time on or adjacent to the east side (north bound lane) of 13th Avenue from 7th Street north for a distance 2,000 feet.
No owner or operator of a motor vehicle, except an emergency vehicle shall park or permit such vehicle to be parked between the hours of 2:00 a.m. and 6:00 a.m. on the following streets and public ways. Appropriate "NO PARKING" sign shall be erected to inform owners or operators of the following no parking areas:

The Village Board, by ordinance, may adopt parking limitations or restrictions in such places and on streets as may be required for the safety of persons using such streets. Appropriate signs shall be erected giving notice of such parking restrictions.
No person shall park or store any truck, truck tractor, trailer or semi-trailer on any street or Village road in any district zoned residential under the Village Zoning ordinance except that this section shall not apply to any person using a street for the purpose of moving or delivering supplies or commodities to or from any place of business or residence fronting on such street.

(A) 
Emergency Declarations. The Village Board hereby declares that a snow emergency shall exist when the Village Administrator, his/her supervisor or his/her designee determines that a severe snow or ice storm creates traffic congestion and thereby impedes the operation of emergency vehicles and snow-removal equipment and machinery. A snow emergency shall continue to exist for so long as traffic remains congested and the operation of emergency vehicles or snow-removal equipment is impeded, or likely to be impeded, by the falling of snow or the accumulation of ice and the movement of traffic upon the streets, alleys or public parking lots of the Village is thereby impacted. Whenever a snow emergency is declared to exist, no persons shall park, stop or leave standing any vehicle upon the Village streets, or any portion of the Village streets, during the existence of the snow emergency pursuant to §§ 323.11 and 323.14, Wis. Stats. The snow emergency shall continue until terminated by the Village Administrator or his/her designee.
(B) 
Notice of Emergency. Whenever a snow emergency exists, the Village Administrator or his/her designee may proclaim the state of emergency by providing notification through not less than two media outlets or other public means of communication.
(C) 
Parking Prohibited During Snow Emergency. No person shall park any vehicle on a Village street or alley during a snow emergency, or immediately thereafter, until such main Village street or alley has been cleared of snow or ice.
(D) 
Removal of Vehicles. The Village Administrator or his/her designee may remove any vehicle which may interfere with the operation of any snow-removal equipment or any emergency vehicle during a snow emergency. The Village Administrator may charge the actual cost of removing such vehicle and assess that cost to the owner/operator thereof. The Village Administrator may cause removal to be made either by his/her own department or may contract with a third party for such removal.
(E) 
Penalty for Violation of Section. Notwithstanding any other provisions of this chapter, any person violating the provisions of this section shall pay a forfeiture as set forth in § 25.04 of the Code of Ordinances, plus penalty assessment and court costs and, upon failure to pay any forfeiture, penalty assessment and court costs imposed, may be imprisoned not exceeding six months or until such forfeiture, penalty assessment and costs are paid. This provision is based upon the special penalty provisions of §§ 323.11 and 323.14, Wis. Stats.
In those areas of the Village in which sidewalks have not been provided, pedestrians shall have the right-of-way on all Village streets and roads.
(A) 
Purpose. The following Chapters of the Wisconsin Statutes are adopted in order to secure uniform statewide regulation of traffic on the highways, streets, and alleys of the State of Wisconsin.
(B) 
State Traffic Forfeitures Laws Adopted. Except as otherwise specifically provided in this Chapter, all provisions of Chapter 340 to 348 of the Wisconsin Statutes and § 110.075 of the Wisconsin Statutes, and TRANS 305 of the Wisconsin Administrative Code, together with any administrative rules promulgated by the Department of Transportation, Division of Motor Vehicles, State of Wisconsin, describing and defining regulations with respect to vehicles and traffic for which the penalty is a forfeiture only, including penalties to be imposed and procedure for prosecution, are hereby adopted and made a part of this Chapter.
(C) 
Other Laws Adopted. The remaining provisions of Chapters 340 to 348, Wis. Stats., and § 941.01(1), Wis. Stats., relating to the negligent operation of a vehicle and § 66.95, Wis. Stats., relating to unlocked vehicles/keys left in vehicle, are hereby adopted by reference.

Any person who shall violate any provision of this chapter shall be subject to a penalty as provided in § 25.04 of this Municipal Code, except for speed limit violations, which are governed by the State of Wisconsin Traffic Code. Stipulations shall conform to the form contained in the Uniform Traffic Citation and may be accepted within 10 days of the alleged violation. Stipulations and deposits may be accepted by the Village Clerk/Treasurer of the Village of Somers. Deposits shall be made in conformance with § 345.26, Wis. Stats. If a particular deposit is not established by this statute, then the person shall deposit a forfeiture penalty as provided by the Village of Somers Municipal Judge.
Street closures shall be implemented at such times as an emergency or physical improvement which cause a potential hazard to passage of vehicles or the necessary repair of Village utilities warrants such closure, for the safety of public works crews.

(A) 
Restricted Safe Passage. Whenever it is necessary to clear or repair a Village roadway or any part thereof or whenever a combination of the narrow width of the roadway and accumulated snow or debris limits safe passage down such roadway, the Village Administrator and/or Public Works Coordinator shall post such highways or parts thereof with signs bearing the words "No Parking - This Side of Street" or "No Parking - Street Maintenance Work." No person shall park a motor vehicle in violation of such signs.
(B) 
Temporary Parking Restrictions for Special Events. Pursuant to the provisions of § 349.13, Wis. Stats., the Village Board is authorized to direct that temporary "No Parking" signs be erected by the Village Administrator and/or Public Works Coordinator during parades, festivals and other authorized events that require the regulating of vehicle stopping, standing or parking on Village roadways. The temporary regulation shall be limited to the time the event exists or is likely to exist.
(C) 
Parking During Snow Removal. No person shall park, place or leave standing any automobile, truck or other vehicle on any street or public way after one hour from the time such area has been designated and marked with signs or barriers by the Village Administrator and/or the Public Works Coordinator of the Village indicating no parking due to snow removal.
(A) 
Heavy Traffic Routes Designed. The following highways or parts thereof within the jurisdiction of the Village of Somers are hereby designated as heavy traffic routes:
(1) 
Sheridan Road (STH "32") from the southern Village limits to the northern Village limits.
(2) 
22nd Avenue (CTH "Y") from the southern Village limits to the northern Village limits.
(3) 
30th Avenue from the southern Village limits to the northern Village limits.
(4) 
39th Avenue from the southern Village limits to the northern Village limits.
(5) 
Washington Road (CTH "S") from STH "31" west to I-94.
(6) 
Birch Road from Sheridan Road (STH "32") northwest to the City limits.
(7) 
CTH "K" from STH "31" west to I-94.
(8) 
CTH "KR" from Sheridan Road (STH "32") west to I-94.
(9) 
CTH "A" from Sheridan Road (STH "32") west to I-94.
(10) 
CTH "E" from Sheridan Road (STH "32") west to I-94.
(11) 
CTH "L" from the city limits of the City of Kenosha west to the intersection with CTH "H".

(B) 
Restrictions on Use of Other Streets by Heavy Traffic. No person shall operate or move a vehicle, except a motor bus, which is not equipped with pneumatic tires or has a combined vehicle load weight exceeding 6,000 pounds, on any highway that has not been designated as a heavy traffic route in Subsection (A) of this section except for the purpose of obtaining orders for, or moving or delivering supplies or commodities to or from, a place of business or residence which has an entrance thereon, provided that, in no event shall the weight of vehicle and load on any street not defined or designated as a heavy traffic route under Subsection (A) exceed the limitations pertaining to Class A highways or deliveries on Class B highways established by Wisconsin State Statutes.
(C) 
Violations and Penalties.
(1) 
Forfeiture Penalty. The penalty for violation of any provision of this section shall be forfeiture as hereinafter provided, together with the court costs and fees prescribed by § 814.63(1) and (2) or § 814.65(1), Wis. Stats., and the surcharge for moving traffic violations. The sentencing judge may suspend payment of the judgment for not more than 60 days. Any person who shall fail to pay the amount of the forfeiture, costs of prosecution and penalty imposed for violation of any provision of this code may, upon order of the court entering judgment therefor, be imprisoned until such forfeiture, costs and assessments are paid, but not exceeding 90 days.
(2) 
Other Sanction. Nothing herein shall preclude or affect the power of the sentencing court to exercise additional authority granted by the Wisconsin Statutes to suspend or revoke the operating privileges of the defendant, to suspend the registration of any vehicle or refuse registration of any vehicle owned by the defendant, to order the defendant to submit to assessment and rehabilitation or attend traffic safety school, or to require the defendant to perform community service, in addition to payment of a monetary forfeiture or in lieu of imprisonment.
