No owner or operator of a motor vehicle, except an emergency
vehicle shall park or permit such vehicle to be parked between the
hours of 2:00 a.m. and 6:00 a.m. on the following streets and public
ways. Appropriate "NO PARKING" sign shall be erected to inform owners
or operators of the following no parking areas:
(A) 93rd Avenue South from 12th Street to 14th Street.
(B) 14th Street West to 95th Avenue.
(C) 94th Avenue South from 14th Street to the end of 94th Avenue.
(D) 12th Place West from 93rd Avenue to 13th Street.
(E) 94th Avenue south from 14th Street including cul-de-sac.
(F) 95th Avenue North from 14th Street including the cul-de-sac.
(G) 95th Avenue from 13th Street South including the cul-de-sac.
(H) 13th Street from 95th Avenue to 97th Avenue.
(I) 97th Avenue from 12th Street South including cul-de-sac.
(J) 98th Avenue from 12th Place South including the cul-de-sac.
(K) 27th Street between 30th Avenue and 39th Avenue.
(L) 11th Street East of 88th Avenue to 87th Avenue and 87th Avenue South
including the cul-de-sac.
(M) 30th Street from 30th Avenue to 39th Avenue.
(N) The following streets West from their intersection with Sheridan
Road West to the end of each named street or place:
(O) The following streets and places East from the East intersection
of Sheridan Road to Lake Michigan or the Eastern point of the street:

Lakeshore Drive from Sheridan Road to the Kenosha/Racine County
line.
(P) 12th Avenue from Birch Road North to the North end of 12th Avenue.
(Q) 15th Place from a point 150 feet East of the East line of Sheridan
Road extending to Lake Michigan or the East point of 15th Place.
(R) 46th Place East of 63rd Avenue including the cul-de-sac.
(S) 56th Avenue cul-de-sac South of 4th Street.
Parking shall be prohibited on the following streets:
(A) No parking on the East side of 13th Avenue North from Highway "A"
to Highway "KR."
(B) No parking on either side of Sheridan Road (also known as the Truck
Route) from the intersection of Birch Road (14th Street) South to
the corporate limits of the City of Kenosha.
(C) No parking on either side of 11th Street or 87th Avenue East of CTH
"H" and West of CTH "EA."
(D) No
parking on either side of 58th Avenue, north from CTH "E" to the end
of 58th Avenue.

The Village Board, by ordinance, may adopt parking limitations
or restrictions in such places and on streets as may be required for
the safety of persons using such streets. Appropriate signs shall
be erected giving notice of such parking restrictions.
No person shall park or store any truck, truck tractor, trailer
or semi-trailer on any street or Village road in any district zoned
residential under the Village Zoning ordinance except that this section
shall not apply to any person using a street for the purpose of moving
or delivering supplies or commodities to or from any place of business
or residence fronting on such street.

(A) Emergency Declarations. The Village Board hereby declares that a
snow emergency shall exist when the Village Administrator, his/her
supervisor or his/her designee determines that a severe snow or ice
storm creates traffic congestion and thereby impedes the operation
of emergency vehicles and snow-removal equipment and machinery. A
snow emergency shall continue to exist for so long as traffic remains
congested and the operation of emergency vehicles or snow-removal
equipment is impeded, or likely to be impeded, by the falling of snow
or the accumulation of ice and the movement of traffic upon the streets,
alleys or public parking lots of the Village is thereby impacted.
Whenever a snow emergency is declared to exist, no persons shall park,
stop or leave standing any vehicle upon the Village streets, or any
portion of the Village streets, during the existence of the snow emergency
pursuant to §§ 323.11 and 323.14, Wis. Stats. The snow
emergency shall continue until terminated by the Village Administrator
or his/her designee.
(B) Notice of Emergency. Whenever a snow emergency exists, the Village
Administrator or his/her designee may proclaim the state of emergency
by providing notification through not less than two media outlets
or other public means of communication.
(C) Parking Prohibited During Snow Emergency. No person shall park any
vehicle on a Village street or alley during a snow emergency, or immediately
thereafter, until such main Village street or alley has been cleared
of snow or ice.
(D) Removal of Vehicles. The Village Administrator or his/her designee
may remove any vehicle which may interfere with the operation of any
snow-removal equipment or any emergency vehicle during a snow emergency.
The Village Administrator may charge the actual cost of removing such
vehicle and assess that cost to the owner/operator thereof. The Village
Administrator may cause removal to be made either by his/her own department
or may contract with a third party for such removal.
(E) Penalty for Violation of Section. Notwithstanding any other provisions of this chapter, any person violating the provisions of this section shall pay a forfeiture as set forth in §
25.04 of the Code of Ordinances, plus penalty assessment and court costs and, upon failure to pay any forfeiture, penalty assessment and court costs imposed, may be imprisoned not exceeding six months or until such forfeiture, penalty assessment and costs are paid. This provision is based upon the special penalty provisions of §§ 323.11 and 323.14, Wis. Stats.
In those areas of the Village in which sidewalks have not been
provided, pedestrians shall have the right-of-way on all Village streets
and roads.
Any person who shall violate any provision of this chapter shall be subject to a penalty as provided in §
25.04 of this Municipal Code, except for speed limit violations, which are governed by the State of Wisconsin Traffic Code. Stipulations shall conform to the form contained in the Uniform Traffic Citation and may be accepted within 10 days of the alleged violation. Stipulations and deposits may be accepted by the Village Clerk/Treasurer of the Village of Somers. Deposits shall be made in conformance with § 345.26, Wis. Stats. If a particular deposit is not established by this statute, then the person shall deposit a forfeiture penalty as provided by the Village of Somers Municipal Judge.
Street closures shall be implemented at such times as an emergency
or physical improvement which cause a potential hazard to passage
of vehicles or the necessary repair of Village utilities warrants
such closure, for the safety of public works crews.
