There is hereby created the Sugarloaf Township Recreation Board consisting of seven members appointed by the Sugarloaf Township Supervisors.

The members shall be appointed by the Board of Supervisors to serve for terms of five years or until their successors are appointed, except that the members first appointed shall be appointed so that one term expires annually.

Members shall serve without pay but may be reimbursed by the Township for all expenses incurred in performing their duties.

The members of the Sugarloaf Township Recreation Board shall elect a Chairman and Secretary to serve for a period of one year with the annual election being held at the first meeting in January of each year.

The Recreation Board may adopt such rules and regulations for the conduct of its meetings as it may desire. Rules and regulations regarding the use and operation of public parks and recreation areas must be approved by the Township Board of Supervisors prior to their enforcement, but it is anticipated that the Recreation Board will make recommendations to the Board of Supervisors.

After rules and regulations are adopted, they shall be posted at conspicuous places in the parks or recreations grounds. Any person who violates said rules and regulations, upon conviction thereof in an action brought before a Magisterial District Judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000, plus costs, and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this subpart continues or each section of this subpart which shall be found to have been violated shall constitute a separate offense.

The Recreation Board shall have only those powers specifically delegated to it by the Board of Supervisors. The Recreation Board shall have the authority to equip and maintain Township funded recreation programs and facilities.

The Recreation Board shall submit an annual report to the Board of Supervisors, including an analysis of the adequacy and effectiveness of community recreation areas, facilities and leadership.

The Board shall keep correct records of its proceedings and shall submit a copy of the minutes of its meeting to the Board of Supervisors within 10 days after each meeting.

The Board shall consider the needs of disabled and handicapped people and provide for their needs.
4. 
The Board shall make arrangements for various civic groups and youth groups to use the facilities and shall schedule the times of use. In the event that such civic groups and youth groups shall not abide by the rules and regulations set forth above or abuse the privilege of use, then the Recreation Board shall temporarily or permanently deny the use of the recreation areas and facilities to those groups.

The Sugarloaf Township Recreation Board shall not have jurisdiction over the playground and recreational facilities located in the Village of Tomhicken, which village shall have its own recreation board, known as the "Tomhicken Village Recreation Board."
