Under the provisions of the Borough Code, 8 Pa.C.S.A. § 1104, the offices of Secretary and Treasurer of New Bethlehem Borough are hereby authorized to be held by the same person.

The Secretary, in addition to the duties specifically required of him by law, shall give due notice to all members of Council of all called meetings, shall prepare meetings agendas, minutes, and aid Council members with required reports and information, shall keep a register of all orders for the payment of funds from the Borough Treasury, shall assist the tax collector as needed, shall aid the Borough Treasurer in the preparation of his annual financial report, shall give any assistance and information required by the Borough auditors in their annual audit, adjustment and settlement of the accounts of the Borough, and shall serve as chief information officer if so appointed by Council.

The Treasurer shall keep accounts as required by law, such accounts to be open to the inspection of the Mayor or any member of Council at any time during business hours. It shall be the duty of the Treasurer to report to the Council, at every regular meeting thereof, the amount of money on hand at last statement, the amount received up to the end of the previous month, the source from which received, the amount paid out by him, and on what account paid, during said period. At the first regular January meeting each and every year, he shall make out and submit to Council an annual statement, closing with the last day of December of the previous year, giving a clear and detailed statement of moneys received by him during the preceding year, stating from whom and from what source received, the amount paid by him, classifying the kind or character of orders or other evidence of indebtedness paid by him; also the amount of funds in the Treasury.
