Any person performing work without first obtaining the permit required by § 214-7B of this chapter may, in addition to the penalties provided by § 214-21 of this article, be subject to such action as the Plumbing Inspector deems appropriate in their sole discretion. Such action may include an order to remedy, a stop-work order or a temporary suspension of the license of the subject master plumber. Any person violating the provisions of § 214-12 of this chapter shall, in addition to the penalties provided by § 214-21 of this article, be disqualified from obtaining a Cortland masters plumbing license for a period of five years from the date of the violation.
A person who shall violate a provision of this chapter or of the Plumbing Code of New York State shall be guilty, upon conviction, of an offense punishable by a fine not less than $250 nor more than $1,000 or by imprisonment for a period not exceeding 15 days, or by both such fine and imprisonment. Each day that a violation is permitted to exist shall constitute a separate offense.
The sections, paragraphs, sentences, clauses, and phrases of this chapter are severable, and if any phrase, clause, sentence, paragraph, or section of this chapter shall be declared unconstitutional or illegal by the valid judgment or decree of a court of competent jurisdiction, such unconstitutionality or illegality shall not affect any of the remaining phrases, clauses, sentences, paragraphs, and sections of this chapter.
This chapter shall take effect immediately.
