A. 
A person shall obtain an electrical permit from the Electrical Inspector or his/her agent before making any change or alteration in any electrical wiring or fixtures or installing any electrical wiring or fixtures.
B. 
No permit is required for the replacement of lamps or the connection of portable appliances to suitable receptacles which have been permanently installed, or for the replacement of overcurrent protective devices, excluding breakers, which have become defective or inoperative.
C. 
In case of emergency arising when the plant office is not open, a licensed electrical contractor may proceed with necessary repairs or replacement in order to restore service without first securing a permit; provided, that a permit is applied for a written statement of the facts constituting the emergency is submitted within the next business day after work is commenced.
D. 
Except as provided in Section 725.170, no electrical permit shall be issued to any person other than an electrical contractor who holds a valid license issued in accordance with the provisions of this Chapter.

Application for an electrical permit shall be made in writing on forms furnished by the Electrical Inspector by the person who will install the work. The person making application for the permit shall state in the application the premises to be wired, the size of conductors to be used upon any building for all services, whether the wiring is to be new or replacement, the method of wiring the areas to be served by such conductors, and shall, when required by the Electrical Inspector, file complete plans and specifications for the installation showing sizes of all conductors and such other details as may be necessary to determine whether the installation as described will be in conformity with the requirements of this Chapter.

If it is found that the work for which an electrical permit is requested will comply with this Chapter, the permit shall be issued; provided, however, that the issuance of the permit shall not be construed as permission to violate this Chapter. The permit shall be for the installation described in the application on the specified premises and no deviation will be made from the installation so described without the approval of the Electrical Inspector.

An electrical permit is void if not used within ninety (90) days.

A. 
Upon the completion of any electrical work which has been authorized by the issuance of an electrical permit. The person who installed same shall notify the Electrical Inspector. The inspector shall inspect the installation within twenty-four (24) hours exclusive of Saturdays, Sundays or holidays after such notice is given. If work is found to comply with the provisions of this Chapter, the inspector shall issue a final certificate of approval authorizing connection to the electrical system, which shall be in the form of a green tag attached to the electrical distribution panel. When a certificate is issued authorizing the connection and use of temporary work, such certificate shall expire at a stated time and shall be revocable by the Electrical Inspector.
B. 
A preliminary certificate may be issued authorizing the connection and use of certain specified portions of an uncompleted installation. A preliminary certificate is revocable by the Electrical Inspector.
C. 
If upon inspection by the Electrical Inspector, the electrical system does not comply with this Chapter, he/she shall place a red tag and notify the person who installed the electrical work as soon as possible stating the defects that exist.

When any electrical work is to be concealed by the permanent placement of parts of a building, the person doing the electrical work shall so notify the Electrical Inspector and such parts of the electrical work shall not be concealed until they have been inspected or approved or until twenty-four (24) hours (exclusive of Sundays and legal holidays) elapses from the time of such notification. On installations where the concealment of parts of the electrical work proceeds continuously, the person installing the electrical work shall give the Electrical Inspector due notice and inspections shall be made periodically during the process of the work.

The provisions of this Chapter may not be construed so as to prevent any owner of real estate from making his/her own electrical improvements or repairs. Any person within the City who owns real estate shall be entitled to do his/her own electrical repairs provided, that before doing so he/she obtains a permit.
