A.
No
person shall work or engage in business as an electrical contractor
in the City without an electrical contractor's license issued by the
City. Such a license shall be issued only to a qualified person.
C.
An
electrical contractor's license shall be suspended if its holder ceased
to be a qualified person. The license shall be reinstated upon its
holder again becoming a qualified person.
D.
Before
any person is granted a license under this Article, such person shall
file a certificate of insurance with the City certifying public liability
insurance in an amount as provided by the Missouri State Statutes;
and such person shall also be required to file a certificate of insurance
for workers' compensation coverage or an affidavit, the form of which
shall be developed by the Division of Labor and Industrial Relations
for the State of Missouri, signed by the applicant attesting that
the contractor is exempt from such requirement and no business license
shall be issued to any electrical contractor applicant failing to
provide such certificate of insurance or affidavit.
E.
A fee
of one hundred fifty dollars ($150.00) shall be paid to the City prior
to the original issuance of a contractor's license. A fee of one hundred
dollars ($100.00) shall be paid to the City upon the renewal of the
license.
F.
Electrical
contractor's licenses expire at the end of the calendar year for which
they are issued.
G.
Notwithstanding Subsection (B), a non-resident electrical contractor may be issued a temporary license if he/she or one (1) of his/her employees holds a valid journeyman electrician's license issued by another municipality. Notwithstanding Subsection (F), is valid until the job on which the contractor is working is completed. No portion of the annual license fee shall be refunded upon expiration of the license.

An electrical contractor shall have a permanent place of business.

A.
No
person shall work as a journeyman electrician in the City unless he/she
holds a journeyman electrician's certificate issued by the City.
B.
Except
as otherwise provided in this Section, no person shall be issued such
a certificate unless he or she provides a copy of the of Block, Experior,
or Thompson Prometric test scores. The Electrical Inspector may grant
a license without examination, upon the payment of the stated fees,
to a holder of a substantially equivalent license from another jurisdiction
upon satisfying himself/herself that the standards and qualifications
are required by the other jurisdiction are substantially equivalent
to those required by him/her. No examination is required to obtain
a renewal license.
C.
No
journeyman electrician shall be permitted to use his/her certificate
in order to qualify more than one (1) electrical contractor's license
at any time.
D.
Certificates
expire at the end of the calendar year for which they are issued.
Certificates may be renewed in January of each year without examination
upon payment to the City of a fee of ten dollars ($10.00).
E.
Any
electrical worker who prior to the effective date of this Code was
engaged in the trade as a journeyman electrician who furnishes satisfactory
proof of his/her qualifications to the City staff shall be issued
a certificate without examination upon payment of a fee of ten dollars
($10.00).
F.
In
the event that the holder of a certificate abandons his/her profession
for a period of two (2) years or more, even though he/she may apply
for registration each year, he/she shall be required to be examined
in order to renew his/her registration. Upon passing the examination
no further examination is required unless such person again abandons
his/her profession.
G.
A certificate
may be revoked by the Board if the holder of such certificate willfully
or persistently violates the provisions of this Chapter.
H.
The
Electrical Inspector may revoke a certificate if he/she finds that
the holder of the certificate is incompetent or has willfully or persistently
violated this Chapter. Prior to doing so the inspector shall give
the certificate holder five (5) days' written notice of a hearing
at which the inspector shall decide the matter. Such revocation shall
be for a period of not less than thirty (30) days or more than two
(2) years.
I.
The
Electrical Inspector may issue temporary certificates to journeymen
electricians without examination, provided the applicant for the certificate
produces satisfactory evidence that he/she is a qualified journeyman
electrician. A fee of ten dollars ($10.00) shall be paid to the City
for such certificate. Such a certificate shall expire ninety (90)
days after issuance and may not be renewed. Prior to expiration of
the certificate the holder must pass the certification examination.

Each journeyman electrician shall register his/her place of
employment with the Electrical Inspector. Whenever a journeyman electrician
leaves or is discharged from the employ of an electrical contractor
who is required to have a journeyman in his/her employ, both the contractor
and the journeyman shall give immediate notice of such fact to the
Electrical Inspector.

A.
All
apprentice electrical workers and apprentice electricians shall register
with the Electrical Inspector. Such registration shall show the name
of the applicant, his/her age, address, name of present employer and
past employment record as a means of determining the actual date of
the beginning of the apprenticeship. No apprentice electrician shall
undertake any electrical work without first procuring a certificate
of apprenticeship from the Electrical Inspector.
B.
No
apprenticeship shall do electrical work within the City except under
the direct supervision of a journeyman electrician.
