There is hereby established an Arts Council in and for the Municipality. The Council shall serve in an advisory capacity to the Mayor and Council.

The Mayor, with the advice and consent of Council, shall, within 30 days after the effective date of this chapter (Ordinance 2006, passed May 2, 1988), appoint residents of the Municipality to the Arts Council, which shall be composed of at least three to five board members who shall represent various arts organizations in the Municipality, shall represent the Municipality or shall be an interested resident of the Municipality.

The Arts Council shall have the following powers and duties:
(a) 
To hold the necessary number of public meetings so that a recommendation can be made to the Mayor and Council concerning funding for arts organizations in the Municipality;
(b) 
To administer and monitor individual grants for arts organizations in the Municipality;
(c) 
To organize and elect the appropriate type and number of officers for the Arts Council, to write and adopt bylaws for the Arts Council and to help seek public input for the Arts Council;
(d) 
To organize a private fund-raising campaign so that public grants may be supplemented with private funds;
(e) 
To promote and represent all arts programs equally and fairly in the Municipality;
(f) 
To represent the Municipality in regional arts programs and organizations; and
(g) 
To submit an annual report to the Mayor and Council, reviewing the activities of the Arts Council for the past year, its use of funds and its future activities.
