The work of the Municipality performed by paid employees shall
be assigned to and under the jurisdiction of an Administrative Department.
Council shall establish Municipal departments, offices and agencies
in addition to those created by this Charter. Council shall prescribe
the functions of all departments, offices and agencies, except that
no function assigned by this Charter to a particular department, office
or agency may be discontinued or assigned to any other unless this
Charter specifically so provides. The highest ranking employee of
each department shall be designated the "Director."
All departments and directors, unless specifically excepted
by this Charter, shall be subject to the direction and control of
the Manager. With the consent of the Council, the Manager may serve
as the director of one or more of such departments or may appoint
one person as the head of one or more of them.

In addition to the boards and commissions established by this Charter,
the Council may from time to time establish, by ordinance, various
boards, commissions and authorities to act in an advisory capacity
or to perform special functions.
b.
All persons appointed to any board, commission or authority shall
be residents of the Municipality, and no person shall serve concurrently
on more than one board, commission or authority except as permitted
by the Pennsylvania Municipalities Planning Code or other Acts of
the General Assembly.
