Whenever a meter shall have been introduced to measure the quantity of water consumed, the Schedule of Rates to govern the use and supply of water shall be determined by the size of the meter together with the quantity of water consumed as follows:
A.
Minimum quarterly charges for water service. All classes of users shall be subject to the following minimum quarterly charges in accordance with their applicable service meter size:

B.
Excess water consumption. Water consumption in excess of the water allowance for the minimum quarterly charge for each applicable meter size shall be computed at the rate of $3.50 per thousand gallons.

C.
No proration. All minimum quarterly charges shall apply for any quarter, or fraction thereof, without proration in the event the customer does not utilize the service for any entire quarterly period.
D.
Water surcharge. In the event that customer supplied with a water meter shall fail to grant the Water Utility access to his property for purposes of reading the meter for three consecutive billing periods, then the customer shall be charged a surcharge of $50 for that billing period and each successive billing period for which access continues to be denied, collectible in addition to the applicable quarterly minimum water charge.
E.
Meter testing fee. Whenever a customer requests that their water meter be pulled and tested, the customer shall be subject to a meter testing fee of $50 for each request when the meter is determined to be operating properly.

F.
Effective date. The rates and exemptions for all quarterly water charges shall become effective for the billing period due February 1, 2011.

Service charges for final meter readings shall be:

Request for final meter readings received four to 10 business days prior to closing date: $50.

Request for final meter readings received fewer than four business days prior to closing date: $75.

Fees shall be paid upon payment of the final water bill.
