Whenever a meter shall have been introduced to measure the quantity of water consumed, the Schedule of Rates to govern the use and supply of water shall be determined by the size of the meter together with the quantity of water consumed as follows:
A. 
Minimum quarterly charges for water service. All classes of users shall be subject to the following minimum quarterly charges in accordance with their applicable service meter size:

B. 
Excess water consumption. Water consumption in excess of the water allowance for the minimum quarterly charge for each applicable meter size shall be computed at the rate of $3.50 per thousand gallons.

C. 
No proration. All minimum quarterly charges shall apply for any quarter, or fraction thereof, without proration in the event the customer does not utilize the service for any entire quarterly period.
D. 
Water surcharge. In the event that customer supplied with a water meter shall fail to grant the Water Utility access to his property for purposes of reading the meter for three consecutive billing periods, then the customer shall be charged a surcharge of $50 for that billing period and each successive billing period for which access continues to be denied, collectible in addition to the applicable quarterly minimum water charge.
E. 
Meter testing fee. Whenever a customer requests that their water meter be pulled and tested, the customer shall be subject to a meter testing fee of $50 for each request when the meter is determined to be operating properly.

F. 
Effective date. The rates and exemptions for all quarterly water charges shall become effective for the billing period due February 1, 2011.

H. 
Service charges for final meter readings shall be:

(1) 
Request for final meter readings received more than 10 business days prior to closing date: $25.
(2) 
Request for final meter readings received four to 10 business days prior to closing date: $50.
(3) 
Request for final meter readings received fewer than four business days prior to closing date: $75.
(4) 
Request for final meter readings rescheduled shall be charged the appropriate fee in Subsections H(1) through (3) above.
(5) 
Fees shall be paid upon payment of the final water bill.
Water service to hotels and motels shall be billed on the basis of gross gallons of water consumed irrespective of the number of hotel or motel units.
Where a separate water meter does not exist for each separate dwelling unit, all apartment complexes, townhouses, condominiums and multifamily dwellings shall pay a minimum water user charge for each separate dwelling unit which is equivalent to the minimum user charge for a single residential dwelling. Where the aggregate water consumed in one building does not exceed the aggregate minimum permitted for the number of separate dwelling units in the building, the Water Utility shall bill each separate dwelling unit for the minimum charge for the quarter. Where the aggregate water consumed in one building exceeds the aggregate minimum permitted for the number of separate dwelling units in the building, the Water Utility shall prorate the excess among the number of separate dwelling units in the building and shall bill each one for the additional prorated portion of the excess.

A. 
There shall be a quarterly charge of $50 for each fire hydrant and $50 for each fire suppression system.
B. 
Replacement or repair of damaged fire hydrants shall be billed to the customer at the cost of the fire hydrant or repair parts and materials plus 15%. Current labor rates shall apply. Equipment reimbursement shall be based on the Federal Emergency Management Agency Schedule of Equipment Rates.
A charge of $25 shall be made for turn-ons and turnoffs.

A. 
The following tapping fees shall be charged:
(1) 
One-inch tap: $375 piping to curbline complete.
(2) 
One-and-one-half-inch tap: $475 piping to curbline complete.
(3) 
Two-inch tap: $550 piping to curbline complete.
B. 
Taps larger than two inches in size shall be installed by the customer at the customer's expense subject to the inspection and the approval of the Superintendent of the Water Utility using only materials and methods approved by him, Additionally, an approved backflow prevention device shall be installed.
A street opening fee as prescribed by § 61-9 of Chapter 61, Streets and Roads Department, plus the cost of any additional work shall be charged in addition to the above tap charges.
Charges for installation of meters or other facilities and water use charges shall become a lien upon the premises of the customer as provided by statute whenever a bill for water service or installation remains unpaid 60 days after it becomes due.
Property subject to a lien for unpaid water charges shall be sold for nonpayment of same, and the proceeds of such sale shall be applied to pay the charges, after deducting costs, as in the case of foreclosure of statutory liens. The City Attorney is hereby authorized to institute such legal proceedings in the name of the City in any court having jurisdiction over such matters against any property for which water charges remain unpaid 60 days after their due date.
Nothing in these regulations shall be interpreted as prohibiting the institution of theft charges against any person stealing water from the City, by receiving City water without a meter, by bypassing a meter, by tampering with a meter or by any other means.
