Each person who discharges a firearm without a required permit
in violation of this chapter shall be subject to a penalty of not
less than $250 for each such violation of this chapter. This fine
shall be collected by a complaint of the Town, filed in the District
Court for the Division of Knox County. Each and every incident of
a discharge of firearms in violation of this chapter shall be considered
a separate and independent violation.
