Unless the context specifically, indicates otherwise, the meaning
of terms used in this chapter shall be as follows:
BOD (denoting BIOCHEMICAL OXYGEN DEMAND)
The quantity of oxygen utilized in the biochemical oxidation
of organic matter under standard laboratory procedure in five days
at 20° C., express in milligrams per liter.
BUILDING DRAIN
That part of the lowest horizontal piping of a drain system
which receives the discharge from soil, waste, and other drainage
pipes inside the walls of the building and conveys it to the building
sewer, beginning five feet outside the inner face of the building
wall.
BUILDING SEWER
The extension from the building drain to the public sewer
or other place of disposal.
CONTRACTOR
The person, firm or corporation with whom the owner has entered
into an agreement to construct and/or start up a sewer extension.
CONTRACTOR'S SUPERVISOR
The contractor's construction project representative who
is responsible for field supervision of the construction of the sewer
extension project.
DRAWINGS
The drawings which show the character and scope of the sewer
extension work to be performed and which have been prepared by the
owner's engineer and approved by the Town and/or its Consulting Engineer.
ENGINEER (also CONSULTING ENGINEER(S) AND ENGINEERING CONSULTANT)
The professional engineer or engineering firm or corporation
hired by the owner to design and/or oversee the construction and start-up
of the sewer extension project hired by the Town to assist with review
of the sewer extension design and oversight of construction of said
project.
GARBAGE
Solid wastes from the domestic and commercial preparation,
cooking and dispensing of food, and from the handling, storage, and
sale of produce.
INDUSTRIAL WASTES
The liquid wastes from industrial manufacturing processes,
trade, or business as distinct from sanitary sewage.
NATURAL OUTLET
Any outlet into a watercourse, pond, ditch, lake, or other
body of surface water or groundwater.
OWNER(S)
The person, firm or corporation who (which) is financing
and/or proposing to construct a sewer extension project; or the owner
of property adjacent to a public sewer.
PERSON
Any individual, firm, company, partnership, corporation,
association, group or society, and includes the State of Maine, and
agencies, districts, and commissions and political subdivisions created
by or pursuant to state law.
pH
The logarithm of the reciprocal of the weight of hydrogen
ions in grams per liter of solution.
POLLUTANT
Includes but is not limited to dredged spoil; solid waste;
junk; sewage sludge; munitions; chemicals; biological or radiological
materials; oil; petroleum products or by-products, heat; wrecked or
discarded equipment; rock; sand; dirt; and industrial, municipal,
domestic, commercial, or agricultural wastes of any kind.
PROPERLY SHREDDED GARBAGE
The wastes from the preparation, cooking, and dispensing
of food that have been shredded to such a degree that all particles
will be carried freely under the flow conditions normally prevailing
in public sewers, with no particle greater than 1/2 inch in dimension.
PUBLIC SEWER
A sewer in which all owners of abutting properties have equal
rights and is controlled by public authority.
RESIDENT ENGINEER
The authorized representative of the Town's Consulting Engineer
who observes construction of the sewer extension and whose duties
are defined in Section 2 of the Sewer Extension Design and Construction
Standards as "Owner's Representative."
SANITARY SEWER
A sewer that carries sewage and to which stormwater, surface
water, and groundwater are not intentionally admitted.
SEWAGE
A combination of the water-carried wastes from residences,
business buildings, institutions, and industrial establishments, together
with such groundwater, surface water, and stormwater as may be present.
SEWAGE WORKS
All facilities for collecting, pumping, treating, and disposing
of sewage.
SEWER
A pipe or conduit for carrying sewage.
SLUG
Any discharge of water, sewage, or industrial waste which
in concentration of any given constituent or in quantity of flow exceeds
for any period of duration longer than 15 minutes more than five times
the average twenty-four-hour concentration or flows during normal
operation.
SUPERINTENDENT
The Superintendent of the Wastewater Department of the Town
of Camden or his/her authorized deputy, agent, or representative,
all acting for the Board of Wastewater Commissioners.
SUSPENDED SOLIDS
Solids that either float on the surface of, or are in suspension
in, water, sewage, or other liquids, and which are removable by laboratory
filtering.
TOWN
The Town of Camden, Maine.
UNPOLLUTED WATER
Water of quality equal to or better than the effluent criteria
in effect or water that would not cause violation of receiving water
quality standards and would not be benefited by discharge to the sanitary
sewers and wastewater treatment facilities provided.
USER
All persons owning properties in the Town of Camden subject to the provisions of this chapter. Specifically as outlined in §
224-2D and those persons who choose to provide service connections to undeveloped lots within the sewer service area.
WATERCOURSE
A channel in which a flow of water occurs, either continuously
or intermittently.
The Sewer Commissioners shall have the authority to adopt from
time to time procedures for the billing, construction, inflow and
infiltration, abutter's fee and other policies necessary to carry
out the intent of this chapter.
