The Water Department shall be under the direction of the Superintendent of the Water Department who shall be appointed for a one year term by the Borough Administrator in consultation with the Mayor and Council, as set forth in Article
2-9. He shall be qualified by training and experience to perform the duties of the office. The Borough Administrator, in consultation with the Superintendent of the Water Plant, may appoint a Water Plant Operator and prescribe his duties and qualifications. The Superintendent or the Plant Operator shall possess any licenses required therefor by the New Jersey Department of Environmental Protection.

The Superintendent of the Water Department shall be appointed
on a full-time or part-time basis. The Superintendent may hold another
position in Borough employment, in which case additional compensation
will be paid pursuant to the Borough's salary ordinance. He shall:
A. Be in charge of and responsible for all the activities of the Water
Department, which shall include responsibility for the operation of
the water treatment plant and the Borough's water distribution system;
B. Supervise all Borough employees within the Department, issue orders
and direct those employees in accomplishing their work;
C. Under the direction of the Borough Administrator, supervise and control
the purchase of all equipment and materials necessary to the proper
functioning of the Department and conduct investigations of all matters
pertaining to it;
D. Provide answers to inquiries and complaints from the general public;
E. Prepare and submit annual budget estimates of the Department to the
Borough Administrator;
F. Attend meetings of the Borough Council when requested to do so by
the Mayor or the Borough Administrator;
G. Make periodic reports to the Borough Administrator with such recommendations
as he deems appropriate concerning the affairs of the Department;
H. Perform such additional duties as may be assigned to him from time
to time by the Borough Administrator.

The Superintendent of the Water Treatment Plant shall cooperate
with the Superintendent of Public Works with respect to maintenance
and repair of the water distribution system.

A. An Assistant Water Plant Operator shall be appointed by the Borough
Administrator upon the recommendation of the Superintendent of the
Water Plant and shall serve under the supervision and direction of
the Superintendent of the Water Department. He shall be qualified
by training and experience to perform the duties of Assistant Water
Plant Operator and shall have all technical qualifications required
therefor, and shall possess any licenses required therefor by the
New Jersey Department of Environmental Protection.
B. The Assistant Water Plant Operator shall be a high school graduate;
shall have at least two years of machine shop or mechanical shop experience;
be able to competently read blue prints and interpret mechanical and
semi-mechanical data; be of good moral character; reside within a
reasonable distance of the Borough so as to be readily available in
case of emergency; and not belong to any outside agency such as a
volunteer fire department or rescue squad that would require his attention
during working hours;
C. The Assistant Water Plant Operator shall:
(1) Assist the Superintendent of the Water Plant in keeping proper plant
records;
(2) Be able to take plant samples;
(3) Be able to perform plant laboratory tests or assist the Superintendent
of the Water Plant in maintaining all equipment in satisfactory operating
condition;
(4) Maintain the plant grounds and buildings; including mowing grass,
painting equipment and buildings and keeping clean the various areas
within the Water Plant;
(5) Assist in attending to the Water Plant's emergency problems (including
after hours).
(6) Under the supervision of the Superintendent of the Water Plant, attend
to the Plant's requirements on Saturdays, Sundays and holidays.
