A. 
The provisions of this article shall apply to any full-time residents of the Borough who serve as volunteers in Hightstown Engine Co. No. 1 or the Hightstown First Aid Squad. Such volunteer must be certified to be a member in good standing in his or her respective volunteer emergency service organization.
B. 
A certification shall be filed annually, no later than January 1, with the Borough Clerk by the chief officer of each volunteer emergency service organization, which shall list all individuals who meet the definition of "member in good standing" as defined herein, and which shall include the names of all qualifying family members as defined herein. Said list shall be updated on a periodic basis by the volunteer emergency service organization to add new qualifying members and/or delete those who no longer meet the criteria.
C. 
A new certification must be filed each year, and the certification from the preceding year shall be null and void.
As used in this article, the following words and phrases shall have the following meanings:
FAMILY
A spouse, natural or adopted child and/or natural or adoptive parent who resides in the same household as the member in good standing.
MEMBER IN GOOD STANDING
Any person who has been certified in writing by the chief officer of Hightstown Engine Co. No. 1 or the Hightstown First Aid Squad to have served at least one year of continuous volunteer service in the company or squad and to possess the necessary certification(s), license(s) and/or training required by said company or squad.
VOLUNTEER
Any individual contributing services to Hightstown Engine Co. No. 1 or the Hightstown First Aid Squad without remuneration or without a formal agreement or contract for hire.
Members in good standing of Hightstown Engine Co. No. 1 or the Hightstown First Aid Squad, and their families as defined herein, shall be entitled to the following benefits:
A. 
Exemption from municipal fees or charges imposed for the purpose of securing a construction permit required in connection with the construction, reconstruction, alteration or improvement of any one-or two-family dwelling owned by a member in good standing or by his or her family as defined herein, and in which the member resides on a full-time basis.
B. 
Exemption from the municipal portion of miscellaneous fees, licenses and permits, including but not limited to dog licenses, cat licenses, police accident reports, marriage licenses, park permits, certificates of continued occupancy for any dwelling personally occupied by the member, and zoning permits.
A. 
Where fees include moneys payable to the State and/or County, only the municipal portion of said fees may be waived.
B. 
No exemption shall be allowed for the following fees:
(1) 
Fees, licenses and permits associated with any for-profit activity.
(2) 
Fees paid by the member on behalf of a civic or other organization to which they belong or in which they hold a business interest.
(3) 
Raffle license fees.
(4) 
Coin vending license fees.
(5) 
Municipal late fees, returned check charges, interest and other penalties.
(6) 
Property taxes or water/sewer charges.
(7) 
Fees and escrows required by the Planning Board in connection with any site plan, subdivision, conditional use or variance application.
(8) 
Escrows associated with engineering inspection.
(9) 
Posting of performance guarantees where required or permitted by law.
(10) 
Any fee collected by the Borough on behalf of another entity, including but not limited to the State of New Jersey, the County of Mercer or any outside vendor.
C. 
Benefits granted by virtue of this article are for the waiver of fees only. Nothing contained herein shall be construed to exempt members from the application process and/or other requirements associated with obtaining municipal licenses or permits or from meeting the requirements of any Borough, County or State regulations.
