No person shall within the limits of the Borough throw, discard,
dump, cast or deposit or permit to be maintained along any public
street, highway or public place, or on or off any right-of-way, or
on any private property, any household or commercial solid waste,
rubbish, junk, garbage, litter, debris or other waste materials in
any place not specifically approved by an appropriate governmental
authority for the purpose of solid waste storage or disposal.
