The subdivider shall observe the following requirements and
principles of land subdivision in the design of each subdivision or
portion thereof.

A subdivision plat shall conform to design standards that will
encourage good development patterns within the Borough. Where either
or both an Official Map or Master Plan has or have been adopted, the
subdivision shall conform to the proposals and conditions shown thereon.
The streets, drainage rights-of-way, school sites, public parks and
playgrounds shown on an officially adopted Master Plan or Official
Map shall be considered in approval of subdivision plats. Where no
Master Plan or Official Map exists, streets and drainage rights-of-way
shall be shown on the final plat in accordance with N.J.S. 40:55D-38
through 40:55D-41 and 40:55D-44 and shall be such as to lend themselves
to the harmonious development of the Borough and enhance the public
welfare in accordance with the following design standards.

A. With any development proposed for the construction of 50 or more
units of single-family residential housing or 25 or more units of
multi-family residential housing, provisions for the collection, disposition
and recycling or recyclable materials designated in the municipal
recycling ordinance must be made.
B. Each single-family unit or unit within a two-family dwelling shall
provide at least 20 square feet of floor area for a two week accumulation
of materials. Such an area may be within the laundry room, basement
or garage. Each multi-family unit or accessory dwelling unit shall
provide at least 10 square feet of area conveniently arranged and
located to hold a one week accumulation of recyclable materials. Each
multi-family complex shall also provide bins in a convenient location
or locations in a common area as drop-offs for storing recyclables
in addition to other solid waste until collection occurs. The holding
area shall provide for truck access and loading and shall be suitably
screened from view and set back from property lines.
C. Each application for a nonresidential use which utilizes 1,000 square
feet or more of land must include provisions for the collection, disposition
and recycling of recyclable materials. The application shall provide
a storage area sized to contain a two week accumulation of recyclable
material. The storage area shall be designed for truck access for
pick-up of materials and be suitably screened from view if located
outside the building.
