The Fire Chief may use the resources of their Department to
pump water from private buildings at the request of the owner or tenant
thereof in an emergency and subject to the availability of such resources,
provided that the owner or tenant shall be charged the following fee
for such service rendered to the same building if, in the opinion
of the Fire Chief, the condition could have been avoided by remedial
action, including the installation of a sump pump, on the part of
the owner or tenant.
